Project Scope
Texas Health and Human Services Commission requires the services of 1 Process Improvement Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Process Improvement Manager 3, Information Technology Services Management (ITSM Operations) and the specifications outlined in this document for the Texas Health and Human Services Commission.
Responsibilities
Serve as a conduit and key point of contact coordinating all process improvement activities.
Develop a value stream map of the IT governance process including value and non-value add activities.
Collect and visualize value stream mapped data on the existing IT governance process.
Develop a scorecard comprised of strategic portfolio management performance metrics.
Develop Executive presentations illustrating proposals status amid improvement efforts.
Use LEAN techniques to define and document the problem(s), measure the scope of the problem(s), analyze the issues associated with the problem(s), design improvement activities designed to address the root of the problem(s), and recommend long-term control activities the organization should implement.
Identify, create, and participate in the implementation of business process improvements, enabling tools, and systems that deliver tangible value. Advisor on projects, offering solution-design support and best practices for process management.
To support the continuous improvement of the IT Governance process and facilitate an improved customer experience in the active management of requests for IT projects, the ITG team seeks to hire an ITG Process improvement implementation manager.
This position will serve as a single point of contact identifying, documenting, designing, developing, and implementing a future environment model for the IT governance process. This position is a pivotal addition to the ITG team and will focus on blending use of LEAN techniques to frame identified challenges, develop pragmatic solutions to those challenges with limited resources, and define and measure the effectiveness of improvements made.
This position will measure the progress made on various IT proposals collected across all portfolios and work with the reporting team to regularly publish timely and relevant status information in both the current and future environments.
Mandatory Skills
8 years of experience with the entire Microsoft Office suite including MS Word, Excel, Outlook, PowerPoint, Project, and Visio.
8 years of experience applying value stream mapping expertise or process mapping expertise to document value-add activities.
Desirable Skills
8 years of experience with Must be able to deploy data gathering and data analysis techniques to collect and analyze key data.
8 years of experience with ITIL Service demand management (preferred)
8 years of experience with managing the needs of multiple stakeholders. (preferred)
8 years of experience applying LEAN techniques including statistical process control (preferred)
8 years of experience with Knowledge and experience with the D.M.A.I.C. methodology (preferred)
6 years of experience using Power BI for data visualization
