The Broward County Board of County Commissioners is seeking qualified candidates for the position of Program Project Coordinator Sr. to support the Health Care Services Section/Community Partnerships Division/Human Services Department.

General Description

This position is responsible for providing professional-level assistance directly to the Community Partnerships Division, Health Care Services (HCS) leadership team. Staff assists in high-level special projects, including creating and maintaining an HCS database of division contracts, agreements, and amendments. The role requires the application and processes resulting in meaningful solutions. Work includes quality-level planning, developing, analyzing, evaluating, advising, and improving various management control systems, programs, policies, and procedures.

The employee may analyze and evaluate major segments of the section and subsequently develop recommendations and advise HCS leadership team management on strategies for improvement. The employee is required to exercise extensive initiative and independent judgment in coordinating project goals and the delivery of outcomes within the Health Care Services Section.

Minimum Education And Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration, medical background, healthcare experience or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.

Special Certifications And Licenses Required

Possess and maintain a valid Florida Class E Driver's License based on area of assignment.

Preferences

  • Masters degree from an accredited college or university with major coursework in business or public administration, healthcare administration, human services, or closely related field.
  • Six Sigma Certificate
  • Project Management Professional (PMP)
  • Two (2) years of experience in writing Commission and/or Council Board Agendas and Motions.
  • Two (2) years of experience in writing and reviewing contract agreements.

Duties And Responsibilities

Duties And Responsibilities

  • Work involves the application of specialized and/or technical knowledge and experience through the interpretation and completion of operational assignments. The employee must possess the ability to effectively communicate with internal and external stakeholders.
  • Completes special projects, as assigned.
  • Assists in the preparation and review of contracts, agreements, and various legal documents.
  • Assists in identifying new systems, approaches, and funding streams to improve efficiency and address community needs.
  • Prepares Board of County Commissioners’ agenda items.
  • Update policies and procedures to remain current solid business practices.
  • Works closely with the County Attorney's Office for approval of the division's legal documents.
  • Assists with managing and updating of the Provider Handbook, section website, publications, and other related section material, to include their alignment with published solicitations.
  • Maintains contract tracking system to ensure accuracy and timeliness of contract execution and renewals.
  • Maintains quality assurance tracking system to ensure accuracy and timeliness of performance outcomes.
  • Administers large-scale programs and/or projects that have County-wide impact.
  • Works independently, under limited supervision, reporting major activities through periodic meetings.
  • Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services on a large scale with County-wide impact; facilitates inclusion, prepares reports, and analyzes and interprets data.
  • Coordinates and manages all aspects of a program or project which has operational responsibility of a major scope, a large-sized budget and provides a critical County service.
  • Assists Director and Agency Leadership by researching operational and programmatic issues creating memoranda, policies, procedures, reports, etc. and monitors/advises on staff compliance with policy and procedures.
  • Conducts special research in conjunction with a project/program, analyzes data, and makes recommendations based upon research.
  • Identifies and understands agency/business needs, contractual business requirements, and regulations governing local, state and other requirements, confidentiality obligations, warranties, liabilities, indemnification, termination clauses, breach, and remedies.
  • Communicates business risks to project manager, senior/executive management, and approving authority for assessment and approval, while focusing on comprehending client-agencies’ needs and business processes.
  • Coordinates with state and local agency partners on projects and programs, community outreach, media relations and regional and various services; may assist with press releases and responses to media.
  • Advises and assists the Department and Division Directors on all operational and technical matters related to the section(s) or function(s) assigned.
  • Defines agency goals and objectives, develops and recommends policies and operating procedures.
  • Administers internal/external communications and public outreach activities for Division; manages and coordinates outreach efforts with other County divisions as well as other local and state governments, and partnering agencies.
  • Provides assistance and training of agency staff and contracted services providers. May oversee the Agency's training program; schedules and/or delivers training and outreach opportunities for employees and the vendor community respectively.
  • Plans, organizes and implements a compliance and monitoring program, conducts contract central audits, field documentation reviews, investigations or management studies.
  • Plans, directs and supervises the activities of staff.
  • Performs related work as assigned.
