We, Millennium Partners, currently have an opening for a Senior Technical Advisor to assist an Engagement on “Disabling the Enablers and Activating the Gatekeepers.” Or DEAG



Position: DEAG Tasking Senior Technical Advisor (Part Time)


The Senior Technical Advisor will work on the “Disabling the Enablers and Activating the Gatekeepers” Tasking (DEAG) Tasking. Under GAP/SNA, a Tasking is a set of interlinked activities. The DEAG Tasking will aim to strengthen preventative and legal frameworks needed to address the enablers of corruption within gatekeeping professions; improve detection, information sharing, and international cooperation in addressing transnational enablers; and enhance self-regulation within relevant gatekeeping professions and sectors.


The role is envisioned as full-time for the Tasking Coordinator under the Disabling the Enablers and Activating the Gatekeepers Tasking (DEAG) Tasking. This position is subject to available funds and USAID approval of the selected candidate.

Location: Remote/Home-based with up to 25% travel expected


Key responsibilities include:


Work with the GAP/SNA team, consortium and USAID to design and co-design overall and specific programmatic interventions, including grants under contract


Support recruitment of suitably skilled subject matter experts for activities, events, conferences, analytical work, assessments and other relevant work products


Support communications and co-design processes for multi-organization Consortium


Draft scopes of work for subcontractors and partners


Support drafting of quarterly and other regular reports


Support compliance with MEAL frameworks


Ensure that the deliverables are high quality and meet the expected standards


Minimum Qualifications required for the DEAG Senior Technical Advisor role


Master's degree or higher in law, accounting, development, international relations or politics or related fields.


A minimum of 10 years of progressively responsible experience managing anti-corruption and/or accountability programs for donors


Experience working with the private sector and gatekeepers to the financial system, preferably on anti-bribery and/or anti-money laundering


Experience in performance-based management of staff

Demonstrated experience directly working to advance global norms and standards


Extensive professional network


Recognized subject matter expert able to represent GAP/SNA at various industry, anti-corruption and accountability forums

In September 2023, USAID awarded the $28.9 million, five-year Global Accountability Program/Strengthening National Architectures to Counter Corruption (GAP/SNA) activity, managed by the Anti-Corruption Center in USAID's Bureau for Democracy, Human Rights, and Governance (USAID/DRG), to Millennium Partners. A Task Order under the Active Communities Effective States (ACES) IDIQ, GAP/SNA aims to strengthen partner country systems and capacity in preventing, detecting, investigating, and disrupting transnational corruption, grand corruption, and kleptocracy.


USAID has asked Millennium Partners to undertake a three (3) year Disabling the Enablers and Activating the Gatekeepers (DEAG) Tasking under the GAP/SNA contract. The Enablers tasking is a set of interlinked activities. The DEAG Tasking will aim to strengthen preventative and legal frameworks needed to address the enablers of corruption within gatekeeping professions; improve detection, information sharing, and international cooperation in addressing transnational enablers; and enhance self-regulation within relevant gatekeeping professions and sectors.
