  30. We conjecture that greater price arbitrage can have important implications for cost e ciency, both in terms of production costs and transport costs. A recent paper by Chen and Schwartz (2013) shows that price discrimination is more likely to raise welfare in the monopoly case when there are marginal-cost asymmetries across markets.
