The author is Mosai Nagashima, an ukiyo-e artist who was active from the end of the Edo period to the Meiji period. He studied under Kuniyoshi Utagawa, and at first called himself Yoshitora Utagawa. It is said that he later used the name Mosai under the surname Nagashima.
