Charles A. Pannell, Jr. is an Article III federal judge serving on senior status for the United States District Court for the Northern District of Georgia. He joined the court in 1999 after being nominated by President Bill Clinton. At the time of his appointment, he was a judge for the Conasauga Judicial Circuit of Georgia. He assumed senior status on January 31, 2013.[1]

Early life and education

Born in DeKalb County, GA in 1946, Pannell graduated from the University of Georgia with his bachelor's degree in 1967 and later graduated from Georgia Law with his J.D. degree in 1970.[1]

Professional career

Panell began his legal career with theU.S. Attorney's Officeas Assistant U.S. attorney for the Northern District of Georgia from 1971 to 1972 before becoming a private practice attorney licensed in the State of Georgia from 1972 to 1976 and also served as Special assistant attorney general in the Law department of the Georgia Attorney General's Office from 1974 to 1976 before becoming District attorney, for the Conasauga Judicial Circuit of Georgia from 1977 to 1979 and later became a Superior court judge for the Conasauga Judicial Circuit of Georgia from 1979 to 1999.[1]

Military service

Pannell served in the U.S. Army Reserve JAG Corps from 1970 to 1998.[1]

Judicial career

Northern District of Georgia

On the recommendation of U.S. Senator Max Cleland, Panell was nominated by President Bill Clinton on July 14, 1999 to a seat vacated by Frank Hull as Hull was elevated to a judgeship on the Eleventh Circuit Court of Appeals. Pannell was confirmed by the Senate on October 15, 1999 on a majority voice vote and received commission on August 3, 2000.[1][2] On January 31, 2013, Charles Pannell assumed senior status for the United States District Court for the Northern District of Georgia after serving on the court for 12 years.[3]

On September 30, 2009, Judge Panell tossed out a plan for the State of Georgia to resolve deficiencies in their psychiatric hospitals. The ruling comes after Georgia had attempted to fix issues in its psychiatric hospitals discovered in a 2007 investigation. The investigation unearthed rampant instances of rape, suicide, and murder in seven hospitals. The judge ruled against the plan because the United States Department of Justice found areas of the settlement that were not in agreement with the State of Georgia.[4]
