David Rasmussen Hansen is a federal judge on senior status with the United States Court of Appeals for the 8th Circuit. He joined the court in 1991 after being nominated by President George H.W. Bush and assumed senior status on April 1, 2003. Prior to his work on the Eighth Circuit, he was a district judge on the United States District Court for the Northern District of Iowa.[1]

Early life and education

A native of Exira, Iowa, Hansen graduated from Northwest Missouri State University with his bachelor's degree in 1960 and from the George Washington University Law School with his J.D. in 1963.

Hansen served in the US Army JAG Corps from 1964 to 1968.[1]

Hansen was nominated by President George H.W. Bush. on July 30, 1991, to a new seat created by 104 Stat. 5089. The American Bar Association rated Hansen Unanimously Well Qualified for the nomination.[2] Hearings on Hansen's nomination were held before the United States Senate Committee on the Judiciary on November 5, 1991, and his nomination was reported by then-U.S. Sen. Joseph Biden (D-Del.) on November 15, 1991. Hansen was confirmed by the unanimous consent of the U.S. Senate on November 15, 1991, and he received his commission on November 18, 1991. From 2002 to 2003, Hansen served as chief judge of the court. He assumed senior status on April 1, 2003. He was succeeded in this position by Judge Steven Colloton.[1][3]

Northern District of Iowa

Hansen was first nominated by President Ronald Reagan on December 4, 1985, to a seat on the United States District Court for the Northern District of Iowa vacated by Edward McManus as McManus assumed senior status. Under Rule XXXI of the standing rules of the Senate, the nomination was returned to the president at the sine die adjournment of the Senate. President Reagan resubmitted the nomination on February 3, 1986. Hearings on Hansen's nomination were held before the Senate Judiciary Committee on February 19, 1986, and his nomination was reported by U.S. Sen. Strom Thurmond (R-S.C.) on February 27, 1986. Hansen was confirmed on a voice vote of the United States Senate on March 3, 1986, and he received his commission the next day. Hansen resigned from the district court on November 18, 1991, upon his elevation to the Eighth Circuit Court of Appeals.[1][4][5] Hansen was succeeded in this position by Judge Michael Melloy.
