Harry Theophilus Toulmin (1838-1916) was a federal judge on the United States District Court for the Southern District of Alabama.

He was nominated by President Grover Cleveland on December 13, 1886. He was confirmed by the Senate on January 13, 1887, and received commission that same day. He served until his death on November 12, 1916. Toulmin was succeeded in this position by Robert Tait Ervin.
