The following table highlights the number of federal administrative agency documents and total pages added to the Federal Register from the first edition on March 13, 1936, through the final edition of 2021. For information about additions to the Federal Register from 2017 to 2023, click here.

The Federal Register organizes documents according to the following category titles (listed in bold below):

  • Notices include information about federal agency activities, such as announcements of upcoming public meetings, recent agency reports, updates to proposed rules, or requests for public comments.[1]
  • Presidential documents include proclamations and announcements from the Executive Office of the President.
  • Proposed rules are potential new agency regulations. Proposed rules include the dates of the corresponding public comment period.
  • The rules category generally includes the publication of any final rules. This category may also include responses to agency requests for information, temporary final rules, or temporary deviations from regulations.

The Federal Register offers the following context to help readers interpret the historical data:[2]

Note: Comparisons between the numbers of pages in early years' issues and those issued since the 1970s are complicated by several factors. Proposed rules were not required to be published until the enactment of the Administrative Procedure Act of 1946. The issue of January 1, 1947 was the first to have a Proposed Rule category. Extensive preambles explaining rule documents were not common until the mid-1960s. The issues from the years 1936 - 1975 are not broken down by category and are not adjusted for blank or skipped pages. ... Beginning Jan. 1, 2009, Correction documents were published within the document category of the document being corrected.[2][3]
