Morse received his bachelor's degree from Arizona State University in 1991 and his J.D. from the University of Virginia School of Law in 1995.^[1]

Before his appointment, Morse was assistant United States attorney and section chief of the Southwest Border Crimes Section in the U.S. Attorney's Office for the District of Arizona. He previously worked in private practice with Baker & Botts in Dallas, TX and Snell & Wilmer LLP in Phoenix, AZ. He also previously worked for the Maricopa County Attorney's Office and served as law clerk to Judge James Teilborg on the U.S. District Court for the District of Arizona.^[1]
