Joan B. Gottschall is an Article III federal judge serving on senior status for the United States District Court for the Northern District of Illinois. She joined the court in 1996 after being nominated by President Bill Clinton. She assumed senior status on April 23, 2012.[1]
Early life and education
Born in Oak Ridge, Tennessee, Gottschall received her bachelor's degree from Smith College in 1969, and her J.D. degree from Stanford University Law School in 1973.[1]

Judicial career
Northern District of Illinois
Gotschall served as a federal magistrate judge for the United States District Court for the Northern District of Illinois from 1984 to 1996.[1]
Gotschall was nominated to the United States District Court for the Northern District of Illinois by President Bill Clinton on March 29, 1996, to a seat vacated by James B. Moran. Gottschall was confirmed by the U.S. Senate on July 25, 1996 on a Senate vote and received her commission on August 1, 1996. She assumed senior status on April 23, 2012.[1]

In 2010, Judge Gottschall ordered a temporary injunction against the State of Illinois barring it from enforcing a new law which would mandate an increase in registration fees for lobbyists.
The state raised lobbyist registration fees for most lobbyists from $350 to $1,000, and raised the fee for nonprofit groups that employ lobbyists from $150 to $1,000.[2] A class action suit challenging the law was brought on behalf of organizations as well as individuals.
According to the American Civil Liberties Union (ACLU) of Illinois, registering a nonprofit organization and their lobbyist would have increased from $1050 in 2009, to $3000 under the new law.[3] The fees were also deemed to be particularly onerous as no other state charges over $365 for nonprofit organizations and their lobbyists to register, while the huge majority--42 states--charge $150 or less. The law was also challenged on the basis that two exemptions to the new fee requirements--for religious organizations and news media--were unconstitutional because they discriminated against other sorts of organizations without a sufficient justification.[3]
On March 5, 2010, Judge Gottschall granted a permanent injunction against the state, noting that it simply could not justify the steep increase in fees, and struck down the new law.[4]
