Kibbie F. Payne was an acting justice for the New York County Supreme Court, Civil Term in the 1st Judicial District of New York. He was appointed to this position in 1999. In 2003, he was elected a judge of the Supreme Court, New York County 8th Municipal Court District. He retired at the end of his term in 2012, two years prior to reaching the age of mandatory retirement (70).[1][2][3]
Education
Payne received his J.D. degree from the Howard University School of Law.[1]
Career
Payne became an acting justice of the Supreme Court in 1999 and a judge of the Supreme Court for the New York County 8th Municipal Court District in 2003.[1]
