Raymond Alvin Jackson is a federal judge on senior status with the United States District Court for the Eastern District of Virginia. He joined the court in 1993 after being nominated by President Bill Clinton (D).

Jackson assumed senior status on November 23, 2021.[1]

Biography

Early life and education

A native of Sussex, Virginia, Jackson graduated from Norfolk State University with his bachelor's degree in 1970 and from the University of Virginia School of Law with his J.D. in 1973.[2]

Military service

Jackson served on active duty as a captain in the U.S. Army's judge advocate general corps from 1973 to 1977. Jackson has served as a colonel in the U.S. Army Reserve since 1977.[2]

Jackson was nominated to the United States District Court for the Eastern District of Virginia by President Bill Clinton on September 24, 1993, to a seat vacated by Richard Williams. The American Bar Association rated Jackson Majority Well Qualified, Minority Qualified for the nomination. Hearings on Jackson's nomination were held before the Senate Judiciary Committee on November 9, 1993, and his nomination was reported by then-U.S. Sen. Joseph Biden (D-Del.) on November 18, 1993. Jackson was confirmed on a voice vote of the U.S. Senate on November 20, 1993, and he received his commission on November 22, 1993.[2][3][4]

In May 2012, Jackson ruled that clicking the like button on Facebook is not protected free speech under the First Amendment. A sheriff's deputy and five other employees were fired for liking the Facebook page of an opponent who was running against their boss. Jackson wrote in his opinion: "It is the Court’s conclusion that merely ‘liking’ a Facebook page is insufficient speech to merit constitutional protection."[5]
