Richard Mansfield Bilby (1931-1998) was a federal judge on the United States District Court for the District of Arizona.

Bilby was nominated by President Jimmy Carter on June 5, 1979, to a seat vacated by William Frey; he was confirmed by the Senate on September 25, 1979, and received commission the next day. From 1984-1990, he served as the chief judge. He assumed senior status on May 29, 1996. He served the District of Arizona until his death on August 11, 1998.[1] Bilby was succeeded in this position by Frank Zapata.
