Richard Lowell Nygaard is a federal judge on senior status with the United States Court of Appeals for the 3rd Circuit. He joined the court in 1988 after being nominated by President Ronald Reagan. In addition to his duties as a federal judge, in June of 2016, Judge Nygaard was ordained as a deacon in the Episcopal Church.[1][2]

Early life and education

A native of Thief River Falls, Minnesota, Nyggard graduated from the University of Southern California with his bachelor's degree in 1969 and from the University of Michigan Law School with his J.D. degree in 1971.[1]

Military service

Nyggard also served in the U.S. Naval Reserve from 1958 to 1964.[1]

Nygaard was nominated by President Ronald Reagan on May 25, 1988, to a seat vacated by Judge Joseph Weis, Jr. as Weis assumed senior status. Hearings on Nygaard's nomination were held before the United States Senate Committee on the Judiciary on August 10, 1988, and on October 4, 1988. Nygaard's nomination was reported by then-U.S. Sen. Joseph Biden (D-Del.) on October 5, 1988, and he was confirmed by the unanimous consent of the U.S. Senate on October 14, 1988. Judge Nygaard received his commission on October 17, 1988. He assumed senior status on the court on July 9, 2005.[1][3] He was succeeded in this position by Judge Thomas Hardiman.

Awards and associations

In October 2013, the rotunda of the federal courthouse in Erie, Pennsylvania, was named after Judge Nygaard.[4]
