Terry Lee Shell (1922-1978) is a federal judge for the United States District Court for the Eastern District of Arkansas and United States District Court for the Western District of Arkansas.

Johnson was nominated to the Western and Eastern Districts of Arkansas by President Gerald Ford on July 25, 1975, to a seat vacated by Jesse Henley; he was confirmed by the Senate on September 15, 1975, and received commission the next day. He served the Western and Eastern Districts of Arkansas until his death on June 25, 1978. Shell was succeeded in this position by Richard Arnold.
