About us
The Platform for International Cooperation on Undocumented Migrants (PICUM) is a European network of over 160 organisations working to ensure social justice and human rights for undocumented migrants. We seek a world where human mobility is recognised as a normal reality, and where all people are guaranteed their human rights and have a dignified standard of living, regardless of migration status. With our network and partners, we research and advocate for evidence-based, holistic and humane responses to the realities of undocumented migrants and to people who want to come to Europe to work or for other reasons. We provide a platform to engage policy-makers and the public at the international, European, national, and local levels. Our work is grounded in principles and values of social justice, anti-racism and equality. We apply an intersectional lens to our work, recognising overlapping systems of oppression that affect people with insecure residence status, and are committed to strengthening participation of people with lived experience in our work. Member organisations include human rights organisations, migrants’ rights organisations, migrant-led and grassroots organisations but also organisations focusing on children’s rights, women’s rights, access to health care, legal aid and access to justice, trade unions, and faith-based organisations.

Healthcare is a basic human right, not a privilege reserved for some. With allies in Finland, we're fighting plans to limit health care for undocumented people. The Finnish right-wing government is set to table a draft law that restricts access to public health care for undocumented people in Finland. According to this proposal, undocumented people would be barred from accessing non-emergency health care, with few exceptions. Should this become law, conditions like diabetes or asthma could be left untreated, with serious risks for the person and higher chances that they will end up in emergency care in the future. This proposal is senseless and cruel. And we're proud to be fighting it with allies in Finland and across Europe, including: 🧡 Lääkärin sosiaalinen vastuu ry - Physicians for Social Responsibility Finland 💛 Pakolaisneuvonta - Finnish Refugee Advice Centre 💚 SOSTE 💙 Standing Committee of European Doctors (CPME) The proposal was supposed to be presented to the Finnish parliament next week, but has now being delayed until start of 2025. Cozying up to the far right shows no political courage and no vision for an open future for all. We expect better from "progressives". This Monday, UK Prime Minister Keir Starmer (Labour, centre-left) met with Italian Prime Minister Giorgia Meloni (Brothers of Italy, far-right) to discuss Italy's approach to migration. Starmer congratulated his Italian counterpart for "reducing" irregular migration across the Mediterranean and reportedly showed interest in Italy's deal to send people rescued at sea to Albania for the processing of asylum claims. What the official statements didn't say is that the Italian government's policies have been harming people and putting their lives in danger, from making search and rescue more difficult to working with authoritarian leaders in Libya and Tunisia so they detain and push back people who try to cross the Mediterranean. Congratulating this is shameful. Again... People rely on smuggling because they have no better options. Cracking down on "smugglers" doesn't create better options. On the contrary, more policing and border enforcement will only push people into ever riskier routes to avoid being caught. Letting people move and settle in safety and dignity is the only way to cut the demand for smuggling. We'll never get tired of repeating this. #migration #humanrights

Not many are talking about this, but "Draghi's report" also discusses labour migration. Here's what it says 👇 In his newly launched report on EU competitiveness, former European Central Bank chief Mario Draghi calls on the EU to "simplify and streamline immigration procedures for highly skilled workers, including fast-track visa processing and residence permits for qualified professionals". It also calls on member states to "offer attractive work opportunities for highly skilled professionals". Now, this was never meant to be a human rights report (obviously). But these references largely echoe the EU's approach to labour migration as something to attract certain people in sectors (like high-tech and research) deemed strategic for the EU while paying little attention to workers in low-paying occupations (often called "low-skilled") in equally essential sectors. We're talking about entire sectors that allow Europe to function and grow, from construction to cleaning, from agriculture to domestic care. Many of these sectors are underpinned by migrant workers working for ridiculous money with little to no safeguards. Neither this report nor many of Europe's labour migration policies pay a lot of attention to them. But if we are to build a strong economy that works for everyone, we must start talking about decent work permits across skills and sectors. ⭐ NEW ⭐ Migration policies are NOT racially neutral. In our new briefing, we show how they contribute to racial inequalities 👇 Migration policies determine who is eligible for citizenship, regulate mobility across borders, and dictate the type of residence permits people may obtain, if any. Many of these policies are rooted in global inequalities produced by European colonialism. Today still, for instance, the EU requests visas from all African countries, with the sole exceptions of Seychelles and Mauritius. And African visa applicants have higher chances to have their visa refused than the world average. Essentially, migration policies select who can come to Europe in dignity and safety based on interconnected race and class lines. They also place racialised groups disproportionally at risk of poverty, exploitation and discrimination, as people without a residence permit have a hard time accessing regular work, decent housing, health care, social protection and other support. Many face criminalisation, detention and deportation. New policies and laws are set to escalate these harms. The new EU Migration Pact perpetuates the view of migration as a threat and will likely lead to more harm and less safeguards for people in migration. The new Schengen Borders Code risks further spreading racial profiling. On the other hand, the EU’s anti-discrimination frameworks fail to adequately protect racialised communities. For instance, the Racial Equality Directive does not protect against racial discrimination by law and border enforcement authorities. And the EU’s Anti-Racism Action Plan does not address or acknowledge how EU migration policies contribute to discrimination against migrants within and outside Europe. The harm is real. If the EU wants to end racism, it must radically change its approach to cross-border mobility. No one should be deported from the place they call home. But in Malta, dozens are being rounded up at work or at home after living in the country for many years. Maltese authorities are rounding up and threatening to deport dozens of Ethiopian residents, some of whom have been living in the country for almost 20 years. These individuals, who have lived regularly in Malta, are now facing deportation after their refugee status applications were rejected, despite building a life and raising families there. Many of them are being picked up from their workplaces or from their homes, often in unannounced visits. Lawyers argue that these detentions, often preceding the arrival of a delegation from the migrants' home country to facilitate deportations, violate human rights. 📰 Read more on Times of Malta https://lnkd.in/dasJetm2 #migration #humanrights
