This article proposes critical success factors for electronic health record adoption based on a comprehensive literature review and prescriptive analysis. ABSTRACT One of the major risks associated with software development is related to the phenomenon of over-requirement. Also known as over-specification and gold-plating, over-requirement is manifested when a product or a service is specified beyond the actual needs of the customer or the market. In the software development context, we argue in this work that over-requirement is due partially to the emotional involvement of developers with the software features they specify. Similar involvement has been demonstrated for physical items as a result of the endowment, IKEA, and I-designed-it-myself behavioral effects, when people come to overvalue items they possess or self-create. To explore these behavioral effects and the interactions among them in the context of software development, we conducted an experiment in which over 200 participants were asked to specify a nice-to-have software feature. Our results confirm the existence of these behavioral effects in software development and their influence on over-requirement. The findings contribute to theory by explaining the over-requirement phenomenon and by providing insights into behavioral effects in the context of software development. Also practically relevant, the findings can alert managers of software projects to the over-requirement risk evoked by the behavioral effects explored in this study.

ABSTRACT Technology assessment (TAS) plays an important role prior to decision making about investments in existing and emerging technologies. The vast amount of data on the web has obviated the perception of using web search engine technology to look for information. However, relying on web search engines in search for relevant information to support TAS processes, decision makers face an abundance of data but are unable to screen noise or find hidden knowledge. This paper proposes a model to build knowledge-added concept map about a specific technology and the development of an underlying knowledge-mapping tool. The proposed knowledge maps are constructed on the basis of a novel method of co-word analysis based on webometric web counts. The approach is demonstrated and validated for a spectrum of information technologies. Results show that the research model assessments are highly correlated with subjective expert (n=136) assessment (r > 0.91), with inter-rater reliability scores being high as well (ICC > 0.92).

Information and communication technologies are presumed to play a critical role in improving effectiveness and efficiency of clinical care. Although the most promising directions of technological development are microcomputer-generated computerized medical record systems, documenting their value has been a major challenge for health care providers. This paper proposes a 15-item spreadsheet instrument for evaluating computerized medical records, and demonstrates how it was experimentally applied to a 6-year long experience at three sites. In conclusion, preliminary implications and guidelines are drawn with regard to practice and research in this area.

An accepted assumption underlying application development is that the user is naive, with little understanding of data processing. All the methods for handling the information system development process, from structured analysis to prototyping, have in common a concern with user/developer communication, yet always under the assumption that users are alike in their capacity to understand data processing.This paper proposes to examine this preconception of the user. With the prevalence of end-user computing, users should no longer be considered universally ignorant of information systems. Moreover, sophisticated information center veterans, as well as microcomputer users, can and do contribute to system development. They are capable of preliminary experimentation with system requirements, in particular those related to user interface. Thus, the concept of end-user prototyping is developed and demonstrated, presenting information systems professionals with an opportunity to profit from enhanced user sophistication.
