A national flag cannot be licensed under the GFDL. It must either be in the public domain like Image:Flag of Serbia.svg or licensed as fair use (and therefore ineligible for hosting on the Commons). Vassyana 15:39, 21 January 2008 (UTC)Reply

This flag seems to have been improperly licensed from day one - it started as dual GFDL and CC-BY-SA. The original uploader was just an IP address, so I think it's safe to assume they just didn't know what they were doing. Unless someone can find a good reference for the copyright status of this flag, perhaps it should be changed to Template:PD-ineligible, like many other flags? http://www.wipo.int/wipolex/en/text.jsp?file_id=248552 has official texts of legal, administrative or judicial nature as public domain, and this flag is described in legal texts. So it will be public domain according to ME law's. User:Zscout370 (Return fire) 07:17, 19 October 2012 (UTC)Reply
