This discussion should be speedily closed. This is obviously a secondary copyright violation of an original copyright violation. According to the internal workings within Wikipedia, fair use of derivative works of banknotes of the English Pound, or Pound sterling, issued by the Governor and Company of the Bank of England (the Bank of England), is only permitted with a numbered individual licence, renewed annually.
