Please read the law: http://www.wipo.int/wipolex/en/details.jsp?id=5932 There is nothing suggesting that such images may not be freely published as long as they are not used for gaining economic advantage. It is solely up to the users of the image to see that they do not infringe on additional copyright and ask for consent for using the image for commercial purposes. I believe that it is impossible to reach the architects of this particular building as it is not clearly known who and where they are. The only reference I could find about them is this: "spacious and representative building of the new railway station, which was designed by Czechoslovakian architects, successfully finished by Bogdan Stojkov". As one of the photographers I have to remind you anyway, that it is an integral part of our licences to make images usable also for commercial use or, as you put it, "gaining economic advantage". @j.budissin: The reality is that all of them are most certainly dead by now. I don't live in Bosnia and Herzegovina and I am unable to make inquiries about the copyright ownership of the building in person. Where is the local project you are talking about? New images, but B&H does not permit commercial Freedom of Panorama. The enwiki article states the current building dates to 1953 and authored by architects Bedřich Hacar and Bogdan Stojkov.
