Based on my interaction with this user on IRC and this users contribs on commons and enwiki I feel he would make good use of edit tools.

While this user is somewhat on commons (since February), he has been active on en.wiki and he.wiki since June 2006.

I feel that while I may be fairly new on commons, I have quickly grown accustomed to it and have been tagging pictures for deletion, etc. I think I could help out with copyvios, reviewing flickr images and I will continue helping out at Category:Images for cleanup as I have been doing, especially with watermarked pictures. I think there are currently too many backlogs that could benefit from getting the attention of more admins and I'm willing to try to take them on. I would also like to add that I have the benefit of having Hebrew as a mother tongue as well as English which will allow me to help out Hebrew-speaking users whose English isn't so good.   The fact that he has much longer contribution histories on enwiki and hewiki was an important factor for me. I do not disagree with your concern, and certainly there is no rush...
