ISBN-13 9780231500043 lists Zakarine in the index, but the given page number (458) is not included in Google Book's preview.

http://madmonarchist.blogspot.com/2012/09/story-of-monarchy-tragedy-of-laos.html describes Zakarine: "the son of King Oun Kham who had been made regent for his ailing father by the King of Thailand. He was an accomplished prince who had led Lao forces in repelling an invasion by the Chinese forces of the Taiping rebellion," but is not a reliable source

http://visitlaos.org/history-of-laos/ merely says that "Despite the fact that the French had a direct control over most of the country, Luang Prabang’s royal family and home were preserve and the local government were allowed to function independently under the rule of King Zakarine"
