Purpose?

Not that anyone is watching this page, but are these categories really appropriate for multi-lingual websites? I can understand it for bilingual websites, and Category:English-language websites is likely to be hopeless here on en.Wikipedia, but what are these categories for? — Arthur Rubin (talk) 22:11, 24 September 2014 (UTC)

Most categories are the same as their equivalent in Category:Websites by country

So shouldn't all websites copied over in the categories here? Or maybe is that category even useless as basically websites by country also have that country's language (which is a single on for most countries)?
