so i'm reverting all the lists in the body of the text, at the very least because they have absolutely no date reference. Also I don't think lists of names is very encyclopedic anyways.
Also unencyclopedic- listing county info but only for five counties when texas has dozens and dozens...
also using direct lifts from the bexar county website.

There looks to be unattributed quoting from another site--the Texas Attorney General opinions site, if I had to guess. I will be coming back to this.
