Town Government[edit]
Shouldn't there be some mention of what qualifies or disqualifies a settlement incorporating as a town? There is vague mention of population being the qualifier, but surely the Indiana constitution has set population limits/thresholds for what constitutes a town and city. That needs to be mentioned. --Criticalthinker (talk) 07:48, 30 December 2012 (UTC)
