In terms of content, the bull is simply the format in which a decree of the pope appears. Any subject may be treated in a bull, and many were and are, including statutory decrees, episcopal appointments, dispensations, excommunications, Apostolic constitutions, canonizations, and convocations. Veverve, that is a quote of papal bull. The link is obviously not dead because I had just visited it to cite it, it was up for me and for the visual editor, so it seems like an Internet problem on your end, but I do not wish to edit-war with you over this.
