I thought a quorum was when an assembly required a particular number of members to be present in the assembly. Does this mean that Texas law requires the legislators to be present, not in the assembly necessarily, but somewhere, anywhere in Texas? If not, why did they flee the state? Are they subject to arrest in Texas for not being present in the legislature? I think this needs to be explained in the article.
