Potential Conflict of Interest

Article reads as if it is not from a WP:NPOV and there may be potential WP:COI from User:FR2021. References are minimal if non-existent in some sections. FR2021 appears to be redrafting this article currently, so I'll be watching it.

Agreed. I suspect that the other users who contributed additively, @Bekma680, @Zigga15, @Mcooper123 might be the same person. They all only contributed to two articles: this and https://en.wikipedia.org/wiki/FRIENDS_program. Both articles have been deleted back in 2007 and recreated afterwards.
