During the process of unification in Italy in the 19th Century, it was clear that any realignment of power in Italy would involve a war with Austria - the European super power that heavily controlled the Northern territories of the country. Cavour, the Prime Minster of Piedmont at the time (1858) focused his efforts on France. Orsini's assassination attempt on Napoleon III in 1858 led to a secret meeting at Plombieres. Here Cavour committed France to support Piedmont in a war with Austria, for the promise of Savoy and Nice.

Check it out on a map, Plombieres (Bleyberg/Bleiberg) was so obviously a German-speaking area targeted for 'frenchification'

So obviously renamed with a French name and annexed into Walloonia.

So obviously there to cut-off the German-speaking communities from the borders of Dutch-speaking community of both Flanders and The Netherlands itself.

So obviously there to give French-speaking (constantly annexing and expanding) Belgium an artificial economic border with Germany.
