The Doğan Avcıoğlu Awards are given in the field of social sciences. The second prize went to Nevzat Evrim Önal's book 'Is Man Selfish?' while the honorary award was granted to Prof. Korkut Boratav, who continues to guide us with his diligence and wisdom. Türkiye’de son 20 yıldır devlette köklü değişiklikler yaşanıyor. Buna paralel, devlet hem kurumsal yapısı hem de aktörleriyle yoğun şekilde tartışılıyor. Ancak bu tartışmalarda çoğunlukla ya kişilere ya da güncel teknik değişikliklere yoğunlaşılıyor. Bugünü anlamak için tarihe başvurulduğunda ise, çoğu zaman umutsuz bir şekilde değiştirilemez olduğu kabul edilen ezeli ve ebedi bir güçlü devlet miti tekrarlanıyor. Fakat, hem günümüz devletini ve yaşadığı dönüşümü hem de köklerini bulduğu iddia edilen dönemleri anlamak için devleti tarihsel ve toplumsal bütünlüğü içinde incelemek gerekiyor.
İşte, Fatma Eda Çelik’in bu kitabı, tartışmaların fay hattını oluşturan bir konuya, “kişisel iktidara”, ve onun kurumsal boyutuna, “devlet başkanlığına”, bu bakış açısıyla bir çözümleme getirme iddiası taşıyor . Tartışmanın tarihsel köklerine yoğunlaşarak, Osmanlı Beyliği’nin tarih sahnesine çıktığı dönemden başlayarak Türkiye Cumhuriyeti’nin kurulduğu döneme kadar geçen süreci inceliyor. Sorunun kişilerden değil, toplumun örgütlenme biçiminden kaynaklandığını ve ancak toplumsal sınıfların devinimi içinde açıklanabileceğini gösteriyor. Toplumsal iktidarın farklı yoğunlaşma ve merkezileşme biçimleri aldığını; devlet başkanlığının da tarih boyunca bu doğrultuda biçimlendiğini ortaya koyuyor. Bu nedenle, 1920’li yıllarda, iki kişi, Vahdettin ve Atatürk; iki hükümet, İstanbul ve Ankara Hükümetleri biçiminde görülen karşıtlığın, aslında iki farklı örgütlenme tarzının karşı karşıya gelmiş olmasından kaynaklandığını söylüyor. Cumhuriyet’in, “mülk”ün temelini oluşturan “kişisel iktidar”a karşı, nasıl Büyük Millet Meclisi ve Başkanında cisimleşen bir “gayri-şahsi iktidar” yarattığını ortaya koyuyor. Böylelikle, devletin değişim ve dönüşümüne vurgu yaparak, bu sürecin somut tarihsel gelişimi içinde nasıl incelenebileceğini gösteriyor.

The act of drinking enjoyed a multi-layered history in the Ottoman Empire, taking into considerat... more The act of drinking enjoyed a multi-layered history in the Ottoman Empire, taking into consideration that drinking is a social practice formed mainly through “lived experience”. Indeed, it underwent considerable changes during the 19th and early 20th centuries, affecting all Muslims. İstanbul, the capital city of the Empire, became the archetype of this change. However, Ankara deserves some closer scrutiny as it is the most obvious setting for the expression of a profound transformation of drinking practices of an Anatolian city and as it witnessed a transition to the new capital of the Turkish Republic. This examination enables us to question and reconsider the ideal types of imperial past-modern republic, centre-periphery, secular-conservative, bureaucracy-society and the moment of change in the light of socio-spatial practice of drinking places. “Perceived”, “conceived”, and “lived” experiences of space shows that, above these typologies, drinking practices of Ankara changed over time under the influence of political and bureaucratic decisions, economic development, local notables, social upheavals and dynamic class formation.

This paper focuses on the specific case of “administration of rural population and non-residentia... more This paper focuses on the specific case of “administration of rural population and non-residential lands under the metropolitan municipality,” a significant result of Law No. 6360. There are several drawbacks that increase inequalities to this case, but two particular examples merit attention: (a) Village people are now obligated to pay metropolitan taxes/tariffs, and as the number of taxes/tariffs is tripled in these rural areas, a dramatic change in redistribution is expected. (b) Rural areas are now subject to expropriation in the name of rent-seeking opportunities and the privatization process has predictably affected property relations.

Cumhuriyet’in kuruluş anlatılarında, Birinci Dünya Savaşı’nı sona erdiren Mondros Mütarekesi’nden... more Cumhuriyet’in kuruluş anlatılarında, Birinci Dünya Savaşı’nı sona erdiren Mondros Mütarekesi’nden Cumhuriyet’in ilanına kadar geçen süreçte, Anadolu’da eşrâf adı verilen bir toplumsal kesim öne çıkar. Anlatılarda eşrâf, bu değişim sürecinin dinamikleri, niteliği ve adlandırılmasında önemli bir işlev üstlenir. Cumhuriyet’in içine doğduğu koşullar ile Cumhuriyet’in ilanına giden süreçteki toplumsal ilişkilerin çözümlenmesinde belirleyici bir öneme sahiptir. Ancak, eşrâfın rolü, anlatılarda kendine biçilen işlevle sınırlı kalır. Osmanlı’daki güçlü devlet geleneği veya bağımlı kapitalistleşme dinamiklerinden dolayı ve sivil toplumun veya burjuvazinin yeterince gelişememesi nedeniyle değişim sürecinin tepeden gerçekleştirildiği, bürokratik nitelikte olmasının veya asker-sivil aydınların öncülüğündeki bir ittifak şeklinde yaşanmasının zeminini oluşturduğu iddia edildiği için, eşrâf potansiyeli sınırlandırılmış veya bu dönemde ancak bir ittifak içinde belirli bir rol oynayabilmiş bir toplumsal kesim olarak görülür. Eşrâfın tarihsel ve toplumsal olarak nasıl bir toplumsal tabaka olduğu sorunsallaştırılmaz ve incelenmez. Bu okumanın, sürecin sınıfsal çözümlemesi, devrim ve burjuva devrimi analiz ve kavramsallaştırmaları ile yeni devletin sınıfsal niteliğine ilişkin kuramsal analizlerine zemin oluşturan kurucu bir işlevi vardır.
Bu makale, Cumhuriyet’in kuruluş anlatısı ile tarihsel gerçeklik arasındaki ilişkinin sorgulanması ve Cumhuriyet’in toplumsal ilişkilerin bütünlüğü içinde anlaşılabilmesi için, sürekli bilimsel tarihi anlatılara konu edilen ancak ayrıntılı şekilde tanımlanmayan ve incelenmeyen bir toplumsal kesim olarak eşrâfın, somut tarihsel gerçekliği içinde incelenmesi gerektiği iddiasını taşıyor. Bu iddiaya temel oluşturmak üzere, toplumsal ilişkiler içinde eşrâfın nasıl konumlandırılabileceğine ilişkin yöntemsel, tarihsel ve kuramsal bir öneri getiriyor. Bir tarihsel yönetim sosyolojisi bağlamında bu iddianın temellendirilebileceğini savunuyor. Bu öneri çerçevesinde, öncelikle eşrâfın Osmanlı kırında hakim olan borç ilişkileri ve 18. yüzyılın ikinci yarısından başlayarak 150 yıla yayılan bir çiftlikleşme-kapitalistleşme sürecinin parçası olarak temelde büyük toprak sahipliğine dayanan, bu sürecin özgün dinamikleri nedeniyle zirai, mali (tefeci, sarraf, banker) ve ticari (tüccar) sermayeyi de birleştiren kapitalist bir sınıflaşmanın ürünü burjuva sınıfı içinde “kır kökenli” veya “kırsal burjuvazi” olarak adlandırılabilecek bir tabaka olduğunu ortaya koyuyor. Daha sonra, özel olarak ele aldığı 1918-23 tarihsel kesitine yoğunlaşacağı, 19. Yüzyıl ve 20. yüzyılın ilk çeyreğinde, bu konumlanmaya somut görünümünü veren merkezi ve yerel meclislerdeki varlığına, örgütlenmesine ve örgütleyici faaliyetlerine yoğunlaşıyor ve alınmasına öncülük ya da etki ettiği kararlardan birkaç örnekle bu savı pekiştirmeyi amaçlıyor. Makale, bu çerçeve içinde, Cumhuriyet’in kuruluş sürecinin sınıfsal analizine katkı sunmayı ve bu süreçte ortaya çıkan yeni iktidar mekanizmaları içinde egemen sınıf iddiasını taşıyan bir sınıfın nasıl örgütlendiğini tarihsel ve toplumsal temelleriyle ortaya koymayı hedefliyor.

In the founding narratives of the Republic of Turkey, spanning from the Armistice of Mudros that concluded the First World War to the proclamation of the Republic, a social segment in Anatolia, known as “eşrâf” (local notables), comes to the fore. In these narratives, eşrâf undertake an important function in shaping the dynamics, characteristics and identification of this period of change. They have a decisive importance in the analysis of the conditions in which the Republic was born and the social relations in the process leading to the proclamation of the Republic. However, the role of the eşrâf remains confined to their designated functions within the narratives. Since it is claimed that due to the strong state tradition or dependent capitalization dynamics in the Ottoman Empire, and hence, the precarity of the civil society or the bourgeoisie, the process of change is seen to have been initiated from top down, bureaucratic in nature, or to have been realized by means of an alliance led by military-civilian intellectuals, the eşrâf are considered as a social group whose potential is restricted or role is confined to certain alliances. What kind of a social stratum the eşrâf are, historically and socially, not problematized or examined. This interpretation has a founding function that provides the groundwork for the class analyses of the process, analyses and conceptualizations of revolution and bourgeois revolution, and theoretical analyses of the class character of the new state.
This article claims that in order to question the relationship between the founding narrative of the Republic and historical reality, and to understand the Republic in the integrity of social relations, the eşrâf, as a social segment that is constantly subject to historical narratives but not defined and examined in detail, should be examined in their concrete historical reality. In order to provide a basis for this claim, the article propose a methodological, historical and theoretical framework through which how notables can be positioned in social relations. It argues that this claim can be justified in the context of a historical sociology of government. Within this proposed framework, primarily, it reveals that eşrâf are of a social stratum, initially originated from tax-farmers and big landowners, defined as “rural-origin” or “rural bourgeoise”, as a part of bourgeois class, and particularly as an artifact of a capitalist class formation combined agricultural, financial (moneylender, money changer, banker), and commercial (merchant) capital through a process of capitalization in the Ottoman countryside from the second half of the 18th century onwards by means of debt relations and appropriation/dispossession. Subsequently, the article focuses on the 19th century and the first quarter of the 20th century, with a particular emphasis on the historical section spanning from 1918 to 1923. In order to disclose the class positioning of eşrâf in this period, it examines the concretized forms of this positioning, by disclosing the presence, organization, and organizational activities in central and local councils. This brief appearance of eşrâf is reinforced with examples of the decisions they spearheaded or influenced. Within this framework, the article seeks to contribute to the class analysis of the Republic's founding process, revealing, with its historical and social underpinnings, how a class asserting itself as the dominant class was organized and mobilized within the new power mechanisms emerging during the process.

Yönetim bilimleri alanında, bu bakış açısı, daha da belirgindir. Ancak, bürokratik yapı da dahil, devletin aldığı biçim, doğrudan toplumsal ilişkilerin örgütlenme tarzının parçasıdır. O nedenle, devletin, 1920'lerde aldığı modern biçimi incelemek için, onu toplumsal ilişkilerin tarihsel gelişimi içinde görünür kılmamız gerekir. Abstract: In the history of the Ottoman Empire and the Turkish Republic, the modern state with a focus on its institutional structure has been a constant subject of investigation and has often been examined by emphasizing its formal-legal features and seen as a product of reform processes. In the field of administrative sciences, this perspective is even more prominent. However, the form that the state takes, including the bureaucratic structure, is a direct result of the way through which social relations are organized. Therefore, in order to examine the modern form that the Turkish state took in the 1920s, we need to analyse it through the lens of the historical development of social relations. This perspective shows us that the new social classes and strata that emerged within the land organization, which went through a crisis in the second half of the 18th century and started to disintegrate, conflicted with the mechanism of exploitation and domination based on political coercion. Furthermore, the new social classes started to participate in governing processes and to demand power by means of representative bodies and organs through which the political area could only be abstracted from the area based on economic coercion shaped by debt relations. The process highlights the notables (provincial / landed gentry) as the rural-based bourgeoisie and its practice of “ruling as a class” in the central and local councils, starting with the local councils. The modern state is the concrete expression of this new political area, which began to emerge with the change in the organization of social relations.

The field of public policy involves two fields of study: "producing knowledge for public policy" ... more The field of public policy involves two fields of study: "producing knowledge for public policy" and "producing knowledge of public policy". This distinction, which leads to defining public policy on the dualities of politics-knowledge, value-decision, participation-interference, goal-means, depends on the separate consideration of the state's regulatory functions and politics/political structure. While giving the causality of the genesis of the field, the approaches based on this distinction have endeavored to find a historical moment that explains their theoretical positions rather than discovering historical and theoretical roots. The denial of this distinction and the reception of public policy as the product of social relations occurred in a particular conjuncture that would have changed the determinations about the causality of the genesis. The field of public policy is an answer to be given to the political and administrative problems of the US during the period of the Second World War. The reflection of this problem oil the government as the strengthening of execution has realized the definition of public policy as political planning.

Bu makale, Cumhuriyet’in kuruluş anlatısı ile tarihsel gerçeklik arasındaki ilişkinin sorgulanması ve Cumhuriyet’in toplumsal ilişkilerin bütünlüğü içinde anlaşılabilmesi için, sürekli bilimsel tarihi anlatılara konu edilen ancak ayrıntılı şekilde tanımlanmayan ve incelenmeyen bir toplumsal kesim olarak eşrâfın, somut tarihsel gerçekliği içinde incelenmesi gerektiği iddiasını taşıyor. Bu iddiaya temel oluşturmak üzere, toplumsal ilişkiler içinde eşrâfın nasıl konumlandırılabileceğine ilişkin yöntemsel, tarihsel ve kuramsal bir öneri getiriyor. Bir tarihsel yönetim sosyolojisi bağlamında bu iddianın temellendirilebileceğini savunuyor. Bu öneri çerçevesinde, öncelikle eşrâfın Osmanlı kırında hakim olan borç ilişkileri ve 18. yüzyılın ikinci yarısından başlayarak 150 yıla yayılan bir çiftlikleşme-kapitalistleşme sürecinin parçası olarak temelde büyük toprak sahipliğine dayanan, bu sürecin özgün dinamikleri nedeniyle zirai, mali (tefeci, sarraf, banker) ve ticari (tüccar) sermayeyi de birleştiren kapitalist bir sınıflaşmanın ürünü burjuva sınıfı içinde “kır kökenli” veya “kırsal burjuvazi” olarak adlandırılabilecek bir tabaka olduğunu ortaya koyuyor. Daha sonra, özel olarak ele aldığı 1918-23 tarihsel kesitine yoğunlaşacağı, 19. Yüzyıl ve 20. yüzyılın ilk çeyreğinde, bu konumlanmaya somut görünümünü veren merkezi ve yerel meclislerdeki varlığına, örgütlenmesine ve örgütleyici faaliyetlerine yoğunlaşıyor ve alınmasına öncülük ya da etki ettiği kararlardan birkaç örnekle bu savı pekiştirmeyi amaçlıyor. In the founding narratives of the Republic of Turkey, spanning from the Armistice of Mudros that concluded the First World War to the proclamation of the Republic, a social segment in Anatolia, known as “eşrâf” (local notables), comes to the fore. In these narratives, eşrâf undertake an important function in shaping the dynamics, characteristics and identification of this period of change. They have a decisive importance in the analysis of the conditions in which the Republic was born and the social relations in the process leading to the proclamation of the Republic. However, the role of the eşrâf remains confined to their designated functions within the narratives. Since it is claimed that due to the strong state tradition or dependent capitalization dynamics in the Ottoman Empire, and hence, the precarity of the civil society or the bourgeoisie, the process of change is seen to have been initiated from top down, bureaucratic in nature, or to have been realized by means of an alliance led by military-civilian intellectuals, the eşrâf are considered as a social group whose potential is restricted or role is confined to certain alliances. What kind of a social stratum the eşrâf are, historically and socially, not problematized or examined. This interpretation has a founding function that provides the groundwork for the class analyses of the process, analyses and conceptualizations of revolution and bourgeois revolution, and theoretical analyses of the class character of the new state.
This article claims that in order to question the relationship between the founding narrative of the Republic and historical reality, and to understand the Republic in the integrity of social relations, the eşrâf, as a social segment that is constantly subject to historical narratives but not defined and examined in detail, should be examined in their concrete historical reality. In order to provide a basis for this claim, the article propose a methodological, historical and theoretical framework through which how notables can be positioned in social relations. It argues that this claim can be justified in the context of a historical sociology of government. Within this proposed framework, primarily, it reveals that eşrâf are of a social stratum, initially originated from tax-farmers and big landowners, defined as “rural-origin” or “rural bourgeoise”, as a part of bourgeois class, and particularly as an artifact of a capitalist class formation combined agricultural, financial (moneylender, money changer, banker), and commercial (merchant) capital through a process of capitalization in the Ottoman countryside from the second half of the 18th century onwards by means of debt relations and appropriation/dispossession. Subsequently, the article focuses on the 19th century and the first quarter of the 20th century, with a particular emphasis on the historical section spanning from 1918 to 1923. In order to disclose the class positioning of eşrâf in this period, it examines the concretized forms of this positioning, by disclosing the presence, organization, and organizational activities in central and local councils. This brief appearance of eşrâf is reinforced with examples of the decisions they spearheaded or influenced. Within this framework, the article seeks to contribute to the class analysis of the Republic's founding process, revealing, with its historical and social underpinnings, how a class asserting itself as the dominant class was organized and mobilized within the new power mechanisms emerging during the process.

Ancak bu tartışmalarda çoğunlukla ya kişilere ya da güncel teknik değişikliklere yoğunlaşılıyor. Bugünü anlamak için tarihe başvurulduğunda ise, çoğu zaman umutsuz bir şekilde değiştirilemez olduğu kabul edilen ezeli ve ebedi bir güçlü devlet miti tekrarlanıyor. Fakat, hem günümüz devletini ve yaşadığı dönüşümü hem de köklerini bulduğu iddia edilen dönemleri anlamak için devleti tarihsel ve toplumsal bütünlüğü içinde incelemek gerekiyor.

3 March 2024 will mark the centenary of the abolition of the Ottoman Caliphate by the Turkish Parliament in Ankara, and consequently of the institution of the Caliphate. We would like to use this centenary as an opportunity opportunity to organise a two-day conference, inviting researchers scholars working on the late Ottoman Empire, modern Turkey the Arab world, as well as West Africa, British India and South Africa, British India and South Asia, to explore the notion of the caliphate from the margins, both geographically and conceptually.
The literature on the history of administration in Turkey begins in the 1930s since it is widely believed that the administrative dimension during the nation-state-formation period was suspended until the establishment of the regime and the political system. However, taking a quick look at the 1920s shows us that administrative issues were at the heart of the governing process. Therefore, the administration should be analyzed through a process approach and a relational approach to reveal that the administration is an act of governing and the administration of the Republic is one and same with the process of governing the Republic.
The decisions and the actions taken during the Early Republican Period are the main sources to analyze the administration in its formation. Nevertheless, to explain the administrative formation within its political and social relations and their conflictual nature must also include the decisions that cannot be adopted. This aspect reveals the hidden dimension of the policy process that is coined as non-decision-making in the public policy analysis literature.
This paper aims to analyze the administration (central and local) in its formation process through its conflictual nature by using the non-decision-making policy-process-analysis. Non-decisions will be found out by focusing on the administrative issues discussed in daily newspapers but not turned into a resolution, the draft bills prepared but not adopted and the articles not regulated or modified in the Constitution or the laws.
This prevailing opinion prevents us from investigating the nature of the state of the Ottoman Empire in motion and within social relations. The transformation of the form of the State cannot be seen as a constitutive element of the revolutionary period. This also leads us to a repetition of the “revolution from above” thesis that analyses revolutions by separating the state apparatus from its formation.
Minutes from the proceedings of the first four years (1920-24) of the Grand National Assembly show that the question surrounding the form of the state was at the centre of the debate. This was not because of the persistent character of the “strong” Ottoman State or weak social dynamics. Nor was this related to the momentary, martial or the personal character of the confrontations among padishah (sultan-caliph), Mustafa Kemal (the head of the National Assembly and later the president of the republic) and the Allied Powers. Rather, this was a deep social struggle over what would be the form of the State, regarding with the Ottoman State emerging from early modernity and long-lasting capitalisation, the problem of sovereignty under the “triple power”, and the form of the state established by the National Assembly.
This paper will examine how this struggle was rooted in a particular “head of state” problem, by revealing the discussions about the limits of power of the head of the National Assembly under the Ottoman Constitution of 1876, the issue of “commander-in-chief” and the authority of “pardoning power” entitled to the “head of state”, the authority on signing the Peace Treaty, and finally the position of the caliph. At this point, I will analyse how the form of the state turned into a fault-line of revolution in the context of the “head of state”.

Cumhuriyet’in 100. Yılını kutladığımız bu günlerde, Cumhuriyet düşüncesi ve deneyimi, çoğu zaman olduğu gibi, Meclis geleneği ve pratiği üzerinden değerlendiriliyor. Cumhuriyeti bir hükümet sistemi olarak ele alan çalışmalar dahi, Meclis ile hükümetin hangi noktada kesiştiğini ve yeni bir sisteme evrildiğini tartışmıyor. Fatma Eda Çelik ise, Cumhuriyet’in ilanının, ancak toplumsal ilişkilerin yönetiminde yaşanan dönüşüm ve bu dönüşümün yönetsel yapının bütününde yol açtığı değişikliklere odaklanılarak anlaşılabileceğini savunuyor. Bu dönüşümde kişisel iktidardan gayrişahsi iktidara geçişin belirleyici olduğunu dile getiriyor. Bu bağlamda, Cumhuriyet’in ilanında en köklü değişikliğin yürütme organında yaşandığını göstermeye çalışıyor. Akl-ı Kıssa Konuşmalarının bu haftaki oturumunda, Çelik, bizler için, bir yönetim tarihçisi gözüyle, Osmanlı İmparatorluğu’ndan Türkiye Cumhuriyeti’ne doğru evrilen süreçte, yürütmenin nasıl bir tarihsel değişim yaşadığını ortaya koymaya çalışacak. Kendimize öykünülecek veya örnek alınacak bir kişi, bir olay, bir kurum aradığımız için mi? Bugünden veya gelecekten korkup geçmişe sığınmak için mi?
Tarihten beklentimiz aslında, değişimden ne anladığımızla veya değişimden ne beklediğimizle ilgilidir. Eğer "Aman hiçbir şey değişmesin, eskiden ne güzeldi" diyorsak, tarihi nostaljik bir nesne gibi görürüz. Değişim, bizim için doğal, somut ve parçası olunabilecek bir şey değilse, o ancak yüce insanların veya kurumların işiyse, birilerini veya bir şeyleri yüceltmek için bakarız tarihe. Bir şeyin sadece geçmişte değiştiğini, ama bugün veya gelecekte asla değişemeyeceğini düşünüyorsak, geçmişe kapatırız kendimizi.
104 yıl önce 23 Nisan 1920’de açılan Büyük Millet Meclisi’ni, onun tarihini neden merak ettiğimiz ve nasıl bir tarih anlatısı aradığımız da, işte, genel olarak tarihi ve değişimi nasıl algıladığımızla ilgili.
