Using both monthly aggregate county-level data and monthly individual-level data on welfare participation in California from 1985 to 1997, we show that welfare use patterns in rural and agricultural counties differ from those in urban counties. We also explain variation in welfare dynamics between various types of counties, focusing on labor market structure. Our research combines several administrative data sets

RUBRIC is an expert system for full-text information retrieval. The underlying model for RUBRIC's information retrieval process is based upon fuzzy set theory. The RUBRIC developers have compared RUBRIC to the boolean retrieval model, which it subsumes. This study compares RUBRIC to the Vector Space Model for information retrieval, using RUBRIC's own test collection of thirty news articles from the Reuters News Service and their test search for articles which satisfy the information need to find out about "violent acts of terrorism." Results indicate that the vector space model is comparable to RUBRIC for relevant documents, while RUBRIC performs better at retrieving marginally relevant documents.

This paper describes a dictionary-driven, hardware-independent data compression scheme for archival storage of large statistical databases. It discusses motivations for this development, storage format requirements, implementation details, access considerations, and possible extensions of the technique. It also analyzes the degree of compression achieved for different types of statistical data files.

Abstract. This paper describes two projects which fundamentally change access to cultural materials by automatically marking up textual materials for time, events, geography, and people. Because of the imperfect nature of named entity recognition within natural language processing, it is also important to allow for flexible, interactive markup of these materials by editors, scholars and compilers of cultural collections. Relating people in time and place may help to explore hitherto unrecognized relationships in history and social movements. ...

SIGIR workshops provide a platform for presenting novel ideas in a less formal and more focused way than the main conference. The SIGIR Workshop Program is a venue where discussion, collaboration and the sharing of ideas can take place. In the 2009 call for workshop proposals, workshops that fostered collaboration, discussion, and group problem-solving were encouraged.

ABSTRACT A general software package was built to access individual data records stored on an IBM-1360 photo-digital mass storage device with a current on-line capacity of 50 billion characters (bytes) and an infinitely extensible off-line capacity. An existing data base management system was used to maintain the pointers to the data on the mass storage device and to store the controls for the data driven interactive code. Existing data dictionaries used for sequentially processing the data bases mere stored in the DBMS and used to display individual data items within the retrieved records. Data retrieved from the mass storage device is displayed interactively or sent for further processing to various report generation and statistics packages. The system provides dial-up terminal retrieval capability for exceedingly large socio-economic and demographic data bases used by national and regional planning agencies of the federal government. It was developed with three man-months of effort.
