2023 Financial Report THE BUDGET PROCESS GVR operates on a fiscal year, running from January 1 to December 31. The budget process begins in August with guidelines issued to department directors by the Chief Executive Officer (CEO). Departmental requests are prepared and submitted in August. The CEO and Chief Financial Officer (CFO) meet with each department director to discuss their requests. Changes and revisions to the requests and revenue projections are incorporated into the proposed budget.

The CEO and CFO hold meetings with the Planning and Evaluation Committee, Fiscal Affairs Committee, and Board of Directors in September and October to assist with budget preparation. In accordance with GVR’s Corporate Policy Manual (CPM), the budget must be available to the Board for approval no later than November 15. Continued on page 4

REVENUE In consideration of the economic climate and the lingering effects and uncertainty of the COVID pandemic and the real estate market, we believe GVR’s anticipated revenue assumptions for fiscal year 2024 are appropriate. When viewed in light of the relatively solid revenue performance over recent years, this approach is illustrated on the right: Fiscal Year 2024 REVENUE BUDGET HIGHLIGHTS A summary of the fee rate changes are as follows:

A. Member dues, 2023 rate of $510 increased $5 to $515 for 2024 (1.0%). B. Initial fee, 2023 rate of $2,900 increased $100 to $3,000 for 2024 (3.4%). C. Membership Change Fee (MCF) 2023 rate of $2,900 increased $100 to $3,000 for 2024 (3.4%).

D. Tenant Fees: All tenant rates increased by five dollars per card with a $10 increase to the 4–12 month option.

Despite the increase in dues, the total anticipated revenue for 2024 is $11,972,097, which is a decrease of 139,199 (1.2%) from the 2023 budget. This revenue decrease is the expected result of the slow real estate market. The total anticipated expenses for 2024 are $11,034,016 which is a decrease of $162,769 (1.5%) from the 2023 budget.

‘Tis the season for potential frost. On frosty mornings, the pools will open late when the decks are free of hazardous, slippery ice. Green Valley is full of micro-climates, so the pool near your house may not have ice, while the pool a mile away does. Staff can’t be everywhere at once, so all pools remain closed until conditions are deemed safe at every location. Before you leave the house, check pool status on the homepage at GVRec.org.

The Board approved the budget as proposed by staff and the committees at the meeting on November 15th. There will be a $5 increase this year in our dues due to rising costs. The Capital “budget and plan” was reviewed by the Board. Projects approved to move forward in 2024 were improvements and expansion of the locker rooms at Desert Hills; moving member services/customer services staff to the West Center lobby; Ceramics Kiln room update; Canoa Hills gym conversion; and working with the clubs and architect to determine space needs at West Center. Out past 2024 the 5-year plan includes evaluation of the West Center club space in more detail; looking into a lazy river at one of the centers; and expansion of the Las Campanas fitness center. Board and staff have other projects they are looking into but they will need more research. We also approved a contract to have the Del Sol Clubhouse completed. If you haven’t been there to see the facility, go take a look. Work at Del Sol should begin soon. The Board was informed if all goes well, the Canoa Hills pool and locker rooms will be opened by the end of the year.

Green Valley is a busy place during the winter months. With the return of our seasonal members, the centers come alive with activities and social gatherings. Maybe consider trying a new activity! Shuffleboard, bocce, horseshoes, water aerobics, tennis, pickleball and more are great ways to stay active and be social.

Cover story, continued… The basis of budgeting conforms to generally accepted accounting principles (GAAP) as required by Bylaws Article VII, Section 4. D. The 2023 projected income and expenses are included for comparison purposes and are GVR’s best estimates at this time. Included with the 2024 Budget is a 3-year projection for the years 2025 through 2027 that is for analytical purposes only. The 2024 Budget that is presented includes the following services: GVR Administrative Services: Information Technology, finance, membership, Board of Directors, nominations and elections, administration, human resources, and communications. GVR Recreation Services: Sports and fitness, concerts, special events, movies, tours, leisure education, volunteers, and sound and lighting. GVR Facilities Services: Maintenance, aquatics, landscaping, and custodial.

BOARD OF DIRECTORS AND MEMBERS OF GREEN VALLEY RECREATION: In accordance with bylaws and Corporate Policy Manual (CPM) of Green Valley Recreation (GVR), we are pleased to submit the GVR Fiscal Year 2024 (FY2024) budget. Included in this total budget are GVR’s operating budget, capital improvement budget, and the Five-Year Capital Improvement Plan for fiscal years 2024–2028. We believe this budget meets GVR’s Strategic Plan, Mission, and Vision by providing excellent facilities and services that create opportunities for recreation, social activities, and leisure education to enhance the quality of our members’ lives, while cultivating and maintaining a sound financial base that generates good value for our members. The department directors work diligently to manage the services within budget constraints and provide a wide array of vital services to our members. This budget provides for a high level of services, planned maintenance, and necessary improvements to GVR’s infrastructure, while staying within the constraints of limited resources. With a focus on providing excellent member service, GVR continues to look for opportunities to update processes, implement efficiencies, seek alternative sources of revenue, and improve service delivery and the quality of life to and for our members. ONLY TRAINED, WORKING ADA SERVICE ANIMALS ARE PERMITTED ON GVR PROPERTY By ADA definition, service animals have been individually trained to do work or perform specific tasks for an individual with a disability. Working ADA service animals must be under a handler’s control at all times. GVR expects handlers to ensure the service animal’s impeccable manners: they should be harnessed, leashed, or tethered except to perform disability support tasks that they cannot perform while those devices are in use. Therapy and companion animals are not permitted.

2024 MAP Fundraiser The 2024 Member Assistance Program fundraising campaign has begun. Due to the great success last year, GVR clubs have been invited to participate again this year in the GVR Foundation’s challenge. The GVR Board of Directors has been invited to put forth their personal funds which will be matched dollar by dollar up to $10k by the GVR Foundation Board of Director’s personal funds! The Board has extended the length of the campaign to January 31, 2024 in order to wait for the many GVR neighbors who return to Green Valley after the holidays. Two New Fitness Programs Starting in January Fitness Training and Parkinson’s Disease

Resistance Training

The training program consists of functional movements that target different aspects of fitness, such as high intensity interval training, resistance, flexibility, and balance training. Additionally, the program includes noncontact boxing exercises.

Resistance band training is a low impact, safe, and efficient way to build strength, improve flexibility and support balance without weights. Small group training will allow each person to get individual attention. Wear loose clothes, sneakers, and bring water. All equipment will be provided.

There is no one-size-fits-all when it comes to exercise and Parkinsons disease. Research shows that exercise and physical activity help maintain and improve mobility, flexibility, balance, and quality of life, as well as manage the symptoms of Parkinson’s disease (PD). Exercise can also provide other benefits for people with PD, such as:

Winter class choices are even better in 2024

Several of GVR’s class programs include a series of progressive courses which can take members from beginner to expert levels. The Ceramics, Clay Studio, Glass Artists and Lapidary & Silversmithing clubs all offer introductory classes that lead to club membership. They also offer a large array of courses and seminars to hone students’ skills through a choice of 79 sessions comprising 34 classes. Look for these classes in the upcoming winter recreation catalog.

Do you like yoga or pilates? There are three introductory and eight intermediate yoga classes, plus a couple of fabulous pilates offerings in the next catalog. Multiple sessions assist with opportunities to find a home in one of GVR’s most popular group of courses. The winter catalog will be in centers and online by Monday, December 4. When it comes to sports, pickleball classes include seven winter sessions of 101-level classes, as well as multiple advanced classes aimed at preparing students to step onto the court with just about anyone. Have you ever wanted to learn a foreign language? This winter there are ten different Spanish language classes, several with multiple sessions that encompass beginning, elementary, and intermediate levels. CONSOLIDATED CUSTOMER SERVICE One of the key results from the 2022 GVR member survey was to improve operational efficiencies in an effort to keep dues increases to a minimum. Consolidating customer service staff at West Center is one of the steps GVR has taken to achieve this. Employing fulltime customer service staff year-round amongst the centers was inefficient, especially during the slower spring and summer seasons. Customer service representatives assist with in-person class registration, ticket sales, guest passes, and tenant cards. All GVR centers will still have staff available who can assist members with their recreational activities. Continued from page 4… CLOSING GVR provides important services to a unique population of approximately 23,776 members in Green Valley, Arizona. Our lean ratio of one staff position to every 273 members demonstrates how we strive to make every dollar count. GVR continues to look for opportunities to minimize costs and improve service delivery, while at the same time focusing on providing excellent customer service. This past year it has been challenging to balance and prioritize the needs our community with the limited amount of resources available. In developing the Fiscal Year 2024 budget, we have made every attempt to find savings while keeping our 2024–28 Five-Year Strategic Plan as our guide. As we enter the next fiscal year, we will again need to closely monitor revenues and expenditures to ensure that revenues are coming in as budgeted, and make any necessary expenditure adjustments throughout the year. We are confident that GVR’s staff will continue to meet this challenge. The budget process is a

team effort and reflects many hours of hard work on the part of staff, Planning and Evaluation Committee members, Fiscal Affairs Committee members, and the GVR Board of Directors. We extend special thanks for the hard work of staff and the GVR management team, particularly David Webster, CFO, in developing the Fiscal Year 2024 budget. In summary, this 2024 budget accomplishes the bylaws requirement that GVR shall be guided by the actual expense of operating the recreational facilities of The Corporation, including a reasonable reserve for Capital Replacements with the objective of operating the facilities on a self-sustaining basis. This budget is a solid foundation to keep GVR fiscally strong and responsive to its members. —Scott Somers CEO

Club Spotlight: Two left feet? No partner? No problem. The GVR Square and Round Dance Club is in full swing with its new season. Try the beginner dance workshop/club dance on Monday evenings and see if you would like to join the club. Taste of Modern Square Dancing class is taught by Rick Gittelman, a nationally known caller, and meets on Tuesdays at Las Campanas in the Agave and Ocotillo rooms from 2:30–4pm. The next class offered will start on January 9. The winter GVR Recreation Catalog will have the details. Square dancing is first about fun and friendship and only secondly about learning the calls. And while it takes time to learn, in the end, it is an easy dance to pick up.
