While this is not a barrier to request adminship, given that there seems to be a community there you should follow the community practices to request such access. Hello, I am an admin on Wiki Ligure along with Badano5. I was first elected admin for 6 months in 2017, then I got a renewal for one year in 2018. Badano5 had already been elected for 6 months, so we all took for granted that he would now get a renewal for a whole year. Unfortunately, we have no permanent admin like in the past or like other Wikis. Organizing an election for us is really time consuming and we often need to get in touch with our users to remind them to vote. We are a small Wiki and struggle to keep it alive, so we need the support of just any person, even from the outside. Please prolong his admin rights for a whole year taking into account that I myself will need to renew my admin rights in July, and we sure need continuity, meaning that one admin has to remain firmly in charge while the other possibly undergoes a period of no rights for some days or weeks. It's an agreed decision of our (small) community that in my 10 year experience as admin in different Wikimedia projects, should be indefinite. Hi @Xavier Dengra: we typically assign permanent adminship only when there is a relatively large local community to monitor the admin's actions. That said, all of the other admins on ca.wb are permanent, so I could assign temporary adminship for a longer period of time instead. I'll change it to one year, if that works for you. After the year, the user only needs to leave a notice or start a vote for a week for their access to be renewed, and if there are no issues then it could be permanent or longer the next time. – Ajraddatz (talk) 22:55, 20 January 2019 (UTC)

The user that complaints in the line above has not voted nor commented at all on that debate/voting. The three users mentioned above were continuously inactive on hr.wiki even after that community's voting and discussion on the matter. Having inactivity policy or not, hr.wiki community has decided. AAR regulates when the stewards remove the tools. It does not regulate the local community's decision on removing someone's tools. The stewards remove the rights to inactive power users according to AAR. Hr.wiki has improved method: hrwiki also decides on the case-by-case basis, in order to solve the situation of those hyperinactive power users that are gaming the system (and AAR) with "one edit in two years and then disappear for the next two years" and so on several times. I have been involved in offline outreach events for last three years now, and I am conducting workshops/edit-a-thons in remote areas of Maharashtra.

For such events I need account creator rights, as many a times it's not possible for me to get ip cap lifted through Phabricator tickets like earlier I did or on meta. There are few such events planned next couple of weeks and even after that. These are links to edit-a-thon series which we have done already and there are few coming in few days, Because of certainty of dates, lack of infrastructure at colleges/universities in remote Maharashtra. The account creator rights would be a great help for me. Given the absence of mechanism to grant me such rights on mrwiki I am requesting it here.   • My first and important concern is time, which we don't have at all, the date for both the places were finalized today and after posting the request here, I got the confirmation about dates. So, on 24th Jan 2019 at Maharashtra Udayagiri College, Udgir and on 25th Jan 2019 at Latur subcentre of SRTMU.
  • For both the places, I don't have the technical information, neither it's possible to fetch it now as computer labs are not fixed and those would be decided on the number of students present at actual event. So, there is no chance I can go for request to lift the IP cap.
  • For actual event I have only 02:30min time, which is the maximum possible time considering all the constraints like availability of computer labs and students etc. If I spend initial first hour to open accounts only, which would happen as I will have to go to every student and guide them their mobiles or whatever possible devices if they have any at all(as in remote maharashtra many students might not have their own smartphones with internet!!!)
  • What I am left with? 01:30 is not enough to make them aware of minimum policies and other practicals?
  • Considering the fact that, many of them don't have sound technical knowledge required to perform basic tasks on computers.
  • I have conducted more than dozen of edit o thons like this, and finally I came to the conclusion that I need to go for account creator rights.
  • Additionally why I did not request on mrwiki! - Simple reason is if my earlier requests are still pending/not attended by any of admins/crats, how I am supposed to wait for more? And it's not just my pings but pings by many others are still pending for several other tasks on mrwiki. So posting a request locally would be delaying it more.
  • If this does't work, I will face problems and deal with those however I can. I don't have anything to say here.
