Implement a local end-to-end test of function evaluation in WikiLambda

Description

… once Z5s and error tuples are straightened out.

Ideally, this test would be run whenever anyone tries to submit a patch to the function-evaluator, function-orchestrator, or extensions/WikiLambda repose. For now, we will politely ask people to run this test locally.
