Currently, the standard OOUI loading state is used (animated diagonal bars in the background of the icon and text), but this should be changed to be the blue rotating icon that's described in T309613.
The circular progress indicator is based on Google's Material UI component with Accent50 (#3366CC) color token from our design system.

@nayoub we heard that the OOUI comes with a built in loader status that is not like this, therefore we were considering removing scope-- mind chiming in if you see any risks?
Calling this stalled — are we intending to implement this loading state? Is this a design question? @JSengupta-WMF
It was decided that due to the length of audio files (likely) being used with Phonos that a "loading state" is unnecessary
Sorry for looking at it late. Yes a loader may not be necessary if the length of the audio is short.
