Description

From @Urbanecm_WMF at 2024 Hackathon:

User:AgnesAbah approached me saying her community was recently promoted from Incubator, and was complaining there are no Growth features at her wiki [igl.wikipedia.org] (particularly, mentorship).
We should deploy Growth features to newly created communities relatively soon (and reach back to Agnes).

Also see T308146: Integrate the model training and the deployment of "Add a link" to new Wikipedias exiting the Incubator.
