Carter Newell is the head of the shadowy enclave known only as the Initiative. Harboring a deep, ingrained hatred of Cybertronian life, he has set up the Initiative with the express purpose of wiping out all alien technology. Some people might say his quest has driven him insane, but he would just kill those people and continue on anyway. The fact that his holographic avatar is of a considerably younger man may betray some measure of vanity, but then, it's not like the rest of the Initiative board aren't doing the same thing.

Eighty-one years ago, Carter Newell was just a boy when the car he was travelling in was involved in an accident. Both his parents were killed in the crash, but Newell himself survived, albeit with shattered legs. When he realized that the crash had been caused by a battle between two Transformers, it instilled within him a lifelong hatred of mechanical life forms. With the money he inherited and the help of wealthy backers, he made it his lifelong mission to seek out and capture Transformers for analysis. One of those captured was Fortress. Nefarious #6 As a result, the Initiative was able to equip its soldiers with advanced weaponry and, following the second major Transformer incident on Earth, begin Project Nefarious to create a new, artificial AllSpark Cube.

Newell ordered the Initiative troops to Kingdom Petrochemicals in the hope of capturing a Cybertronian life-form and using its energy to power up his "infant" — the AllSpark Cube. Despite the interference of Autobot and Decepticon forces, Newell assured the Initiative board that they had successfully gathered a good deal of energy. After the meeting, he grumbled at their shortsightedness, but Kirkpatrick warned him that if the AllSpark threw a tantrum, it could conceivably destroy the entire planet. Nefarious #1

81 years later, he still had the same expression.

Despite Kirkpatrick's misgivings, the Cube neared completion, and Newell ordered Ingrid to access government computer systems and erase all record of Hoover Dam, so an Initiative tactical-assault team could be moved in. Nefarious #2 The team kept in communication with Newell as they began drilling at the dam. While Kirkpatrick warned that they needed to infuse the AllSpark with energy within two hours, Newell asked Woolf to thaw one of the Transformers they had on ice for a mission to keep NEST director Galloway occupied. Nefarious #3 Ingrid questioned Newell over what, exactly, his motives were, and what was stored in Isolation-1, but he merely told her she asked too many questions. News came through that the team had begun siphoning residual AllSpark energy from Hoover Dam, though it was, in Newell's words, going to be "tight" schedule-wise. A short time later, Newell paid Fortress a visit in Isolation-1, informing the Decepticon that his kind would soon be destroyed. Nefarious #4

With the new energy infused into the AllSpark, Newell himself was wired up to it—literally, it was plugged directly into his brain, because that couldn't possibly go wrong. His first act was to go before the Initiative board, and when they voted to have him stand down as project leader, he sent a pulse through the communications link. The pulse brought their office equipment to life, and the newly created AllSpark Mutations slaughtered the board members, leaving him to declare that he had taken over the Initiative. After paying a visit to Fortress, Newell was met with the news that the Autobots and Decepticons were mounting a combined strike on the Initiative base. He ordered Woolf to thaw the remaining Transformers and set them on the attackers. Nefarious #5

Newell began to draw on the power of the AllSpark to wipe out all Transformer life. When Kirkpatrick tried to stop him, Newell fried the man, reducing him to a charred skeleton. Optimus Prime attempted to reason with Newell, but Carter telepathically announced their destruction and began to terminate all Transformer life. He was fortunately interrupted when Reedman attacked him, causing him a serious injury. He destroyed the Decepticon, but, requiring time for the AllSpark to mend him, Newell attempted to flee the battle in a small, mobile section of the base. When he refused all calls to stop, Optimus rammed the truck, destroying it. Newell staggered from the mangled vehicle and spotted Optimus preparing to destroy the AllSpark. He was ready to stop Prime with a blast of energy, but was terminally interrupted when Buzzsaw blew a hole clear through him. Nefarious #6
