Storm Surge is a Decepticon from the Transformers portion of the movie continuity family.

Storm Surge is a bad guy, apparently hiding out in Sector Seven's naval vehicle pool. He is well known for his tendency to attack literally everything in a fight. Corrosive salt blasts, napalm, depth charges...no Autobot avoids getting hit by these in a fight with him. Neither do his fellow Decepticons. This is in large part because Storm Surge doesn't believe in aiming. He believes that if he discharges a lot of ammo over a lot of ground, he's more likely—not guaranteed, just more likely—to hurt the opposition.

Totally a Cybertronian mode!

In a divergent timeline, the Decepticons succeeded at Mission City and conquered the United States. Storm Surge was one of the Nucleon guzzling Decepticons working under Stockade, and refused to abandon the dying Cybertron. Return to Cybertron: Part 1 He helped summon an alien entity to rebirth the planet and got to open up the dock that allowed the entity access to the core. As it turned out to be a primordial death force, Storm Surge probably feels like a bit of a tosser.

He'd been ordered to track down Autobots with Fracture, Return to Cybertron: Part 2 but the Unicron chaos caused them to lose their quarry and return to base, where Stockade declared an end to hostilities against the Autobots so they could focus on Unicron. Somehow, Storm Surge had found the time to replace his shoulder blasters with turbines. Return to Cybertron: Part 3 He went on to help shoot up Unicron's insides. Return to Cybertron: Part 4

When Stockade made a deal with the Autobots and arrived to defend Earth, Storm Surge was part of his air support... in vehicle mode. Which means an army of Class Beta drone units got to see a flying boat. Revolution Part 2

Storm Surge helped storm the Decepticon Heartland and got himself fired on by Megatron, with Fracture showing some concern by specifically ordering Surge to move. Unfortunately for him, he didn't move quickly enough to escape being teleported to and exiled on Cybertron. Revolution Part 3

Many years ago, Storm Surge was a member of Cybertron's defense forces under the command of Protector Megatron. After the discovery of a mysterious relic and an attack by aliens from the Eshems Nebula, Megatron all but declared a military dictatorship and led the planet to war against the invaders. Storm Surge was present for his war rally Defiance #2 and presumably later joined Megatron's Decepticon faction. Defiance #3

Storm Surge eventually made his way to Earth, and joined Starscream's forces. He was part of the group who went to track down the rogue Decepticon scrap drone Brains in Philadelphia. The job turned out to be more complicated than they anticipated with the unexpected arrival of the Autobots Wheeljack and Mirage. Rising Storm #2 Storm Surge got mistaken for Mirage in the chaos of the battle, and was cannon-blasted by his teammate Bludgeon. Bludgeon wasn't particularly concerned about that, though. Shortly thereafter, Storm Surge's cannons were commandeered by human bystander Carly Spencer to take out Space Case. Rising Storm #3

A redeco of Cybertron Shortround, Storm Surge transforms into a Sector Seven hovercraft. Inserting a Cyber Key into his key jack swings a pair of (non-firing) torpedo racks up into firing position. This gimmick is available in both vehicle and robot modes. There is also a small, non-firing gun that can be held in either of his claws or can be mounted on the top of his hovercraft mode.
During transformation, snapping the torso into place forces the head up, making it easier to twist into place. He also has wheels on the underside of his vehicle mode, allowing him to be rolled on smooth surfaces.
Storm Surge was part of the fourth wave of live-action movie toyline Target-exclusive Scout Class toys (this wave branded with the "AllSpark Power" subline), and was also sold as a Farmers exclusive in New Zealand.
In 2009, this toy was rereleased in the Walmart Black Friday exclusive Universe "War of the Waves" two-pack as Storm Surge, and was later repurposed as Shattered Glass Seaspray. This mold was also used to make the unreleased 2010 Transformers line Undertow, and was the basis of the non-toy "Theft of the Golden Disk" version of Beast Wars Scorponok.
