The Tether is a space elevator that both connects the Winged Moon to Cybertron and serves as its maintenance hub.

In the aftermath of the War of the Threefold Spark, Termagax surveyed the ruins of Iacon and mused that she'd found a good spot to erect the Tether. Constructicons Rising, Part 1

When the idea of the Winged Moon was put into production, a group of miners hollowed out the moon chosen for the project. While the moon was reconstructed, the ore that had been harvested from it was used to build the Tether. At the Moon's inaugural harvest, Megatron and Orion Pax had a discussion about change within the Tether, exiting for a spacewalk so Megatron could make a metaphor. Orion Pax: Free Fall

After Brainstorm had been murdered, Bumblebee instead took Rubble to the Tether so he could learn about engineering from Wheeljack. After Wheeljack explained the Winged Moon (and skitters) to the newborn, he employed him for the day at the engineering complex.
