About us

Collaborative Cash Delivery Network (CCD) is the largest network of NGOs who collectively account for the majority of the humanitarian cash and voucher assistance (CBI) implemented by NGOs in the humanitarian sector. Established in 2016, CCD’s mission is to improve the efficiency, scale, and speed of CBI by amplifying the impact of NGOs through inter-agency collaboration.

    We’re proud to reflect on the recently concluded Cash Localisation Pilot in Romania, part of the #CollectiveInitiatives program led by ACTION CONTRE LA FAIM (Action Against Hunger) in collaboration with CCD. 🤝 This pilot aimed to strengthen the capacity of local Romanian NGOs to deliver Multipurpose Cash Assistance (MPCA) to Ukrainian refugees. Using a cascading model and a Trainer of Trainers approach, Action Against Hunger and CCD, along with BRCT SUCEAVA / RO-UA Cross Border Cooperation Regional Office, offered tailored mentorship to three local NGOs—Bucovina Institute Association, Asociația din Suflet la Zâmbet, and Fundația Ucrainenilor Huțuli din România. This experience led to valuable partnerships and provided crucial insights into the challenges and successes of locally-led humanitarian responses. 🌟 As we reflect on the accomplishments of the Romania Cash Localisation Pilot, we express our sincere appreciation to all partners involved.     One of the main obstacles to connecting humanitarian cash to social protection in Ukraine has been the failure to make use of local NGO experiences in engaging with social protection departments and identifying the most vulnerable individuals.⚠ To address this, CCD hosted a two-day workshop on 7-8 August in Kyiv, with over 30 in-person participants from national and local NGOs/civil society organisaions, and additional attendees joining online via YouTube. 💻 The workshop included presentations on linking social protection with humanitarian cash and introduced a new practical tool developed by CCD – the Social Protection Calculator. 💡 The workshop not only facilitated collaborative learning but also provided a unique opportunity for local NGOs to enhance their strategies for designing CVA programs with a social protection lens.     This week, UNICEF Ukraine, #PeReHID, and the CCD Network successfully concluded the 𝐇𝐮𝐦𝐚𝐧𝐢𝐭𝐚𝐫𝐢𝐚𝐧 𝐚𝐧𝐝 𝐒𝐨𝐜𝐢𝐚𝐥 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐍𝐞𝐱𝐮𝐬 𝐅𝐨𝐫𝐮𝐦, focused on leveraging Ukraine's social protection system in humanitarian cash transfer programs.     UNICEF Ukraine, #PeReHID, and the CCD Network organised the 𝐇𝐮𝐦𝐚𝐧𝐢𝐭𝐚𝐫𝐢𝐚𝐧 𝐚𝐧𝐝 𝐒𝐨𝐜𝐢𝐚𝐥 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐍𝐞𝐱𝐮𝐬 𝐅𝐨𝐫𝐮𝐦 on 𝐋𝐞𝐯𝐞𝐫𝐚𝐠𝐢𝐧𝐠 𝐭𝐡𝐞 𝐒𝐨𝐜𝐢𝐚𝐥 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐒𝐲𝐬𝐭𝐞𝐦 𝐟𝐨𝐫 𝐇𝐮𝐦𝐚𝐧𝐢𝐭𝐚𝐫𝐢𝐚𝐧 𝐂𝐚𝐬𝐡 𝐏𝐫𝐨𝐠𝐫𝐚𝐦𝐦𝐞𝐬 𝐢𝐧 #Ukraine. Based on its research, the #PeReHID Initiative introduced a theoretical framework for leveraging the social protection systems for humanitarian purposes in Ukraine. Julie Halding (UNICEF Ukraine), Olena Skrypnikova (Ukrainian Red Cross), Robert Heyn (UNHCR, the UN Refugee Agency), and Nynne Warring (World Food Programme) discussed their successful experiences in expanding social protection programmes and using Government registries for cash programming. While Government systems allowed for the rapid scale-up of cash assistance in sudden-onset displacements or in the winter response, numerous challenges had to be overcome: ▶Navigating the intersection of humanitarian needs, Government and donor priorities can be complex; ▶Accounting for that data provided by the Government is not always sufficiently granular which can be a challenge for targeting but also reporting to donors; ▶Working with multiple Government entities on programme design and targeting require; ▶Identifying a suitable legal model and concluding decrees and MoUs; ▶Reaching vulnerable populations that are not enrolled in social protection programmes due to exclusion errors, exclusion etc.; ▶Providing cash assistance to unbanked recipients requires a different transfer mechanism (e.g. UkrPoshta); ▶Uncertainty about funding the expansion of social protection programmes through humanitarian and/or developmental budgets. The forum ended with a great brainstorming session about coverage gaps and leveraging the social protection system in humanitarian cash transfers programmes which was facilitated by Clara Decamps (CCD Network ).     Kudos to the Ukrainian Education Platform for hosting the remarkable Country of Responsible Communities forum in Lviv! 🌟 We’re thrilled to see over 100 participants come together to celebrate and strengthen the incredible work being done by local organisations across Ukraine. 👏 Through the CCD #CollectiveInitiatives programme, Folkekirkens Nødhjælp (DanChurchAid) partnered with UEP to implement social initiatives across the country. Beyond the immediate impact, the project’s true value lies in strengthening the organisational capacity of local NGOs—equipping them with the skills and tools to sustain and grow their vital work.     Without exaggeration, one of the largest events in the nonprofit sector of Ukraine took place in Lviv — the Country of Responsible Communities forum. The event gathered more than 100 participants 🔥 ⠀ The team of the Ukrainian Educational Platform is sincerely grateful to everyone for their participation: our colleagues from the network of Support Centers, representatives of international partners, and most importantly, guests from the communities representing local organizations that directly implement social initiatives at the local level. ⠀ This event is intended to summarize a large-scale project of support for socially important initiatives in the regions of Ukraine, which the Ukrainian Educational Platform together with the network of Support Centers implemented with the funding and coordination support of Folkekirkens Nødhjælp (DanChurchAid), one of the oldest and largest systemic humanitarian organizations in Denmark. ⠀ The project implemented more than 80 social initiatives in 11 regions of Ukraine. However, its enormous value lies not only in the assistance received by the residents of these communities, representatives of vulnerable categories, and Ukrainians who lost their homes due to full-scale aggression. ⠀ An extremely important part of the project is building the organizational capacity of local non-governmental organizations. Administration and structuring of processes within the organization, communication with partners, authorities, and social service providers, procurement procedures, and reporting are just a few of the skills and experience gained by organizations working directly in their communities.  ⠀ Mastering these tools allows them to independently seek opportunities to implement their initiatives and develop themselves.     Cash & Social Protection | Strategic Leadership | Innovation & Programme Quality | Meaningful Participation

    How can we integrate humanitarian assistance seamlessly with existing social protection systems? This was the focal question at the Ukraine’s Humanitarian and Social Protection Nexus Forum, organized by UNICEF, #PeReHID Initiative’s Technical Assistance Facility, and CDD. The forum explored the transformative potential of using government infrastructure to deliver humanitarian cash programmes in Ukraine, in particular via transitional cash top-ups. PeReHID Initiative’s Technical Assistance Facility introduced a strategic framework designed to leverage these systems effectively, setting the stage for dynamic discussions. Partners such as the Ukrainian Red Cross Society, UNHCR, UNICEF, and WFP shared insights on their experiences and challenges in this ambitious endeavor. Key Challenges Discussed: 💠 Selecting the right carrier social assistance programmes most suitable to cover humanitarian needs. 💠 Deciding on appropriate humanitarian targeting and extension strategy to ensure the humanitarian aid delivered this way is most effective. 💠 Addressing exclusion and inclusion errors of the top-up programmes & including the affected populations in the design of such programmes. 💠 Collaborating with diverse government entities on programme design and targeting approaches. 💠 Navigating legal frameworks and formalities, such as decrees and MoUs, which can be time-intensive. 💠 Deciding where the top-up programming is the most effective and how to strike a balance between empowering nationally-led humanitarian response and humanitarian principles. The forum concluded with a dynamic brainstorming session focused on promoting a more shock-responsive social protection ecosystem where top-up programmes are harmonized and coordinated with other humanitarian response instruments. The collaboration and insights shared here pave the way for a more resilient and effective response to humanitarian crises in contexts with developed social protection systems.     On 4th July 2024, we had the incredible opportunity to bring together civil society organisations from Kherson, Mykolaiv, Odesa, and Zaporizhzhia regions for a dynamic Matchmaking event. Organised in partnership with National Network of Local Philanthropy Development and Right to Protection, this event was a significant step towards fostering productive and equitable partnerships between local organizations, international NGOs, and donors.   Event Highlights:   ✨ **Local Talks:** We heard inspiring stories from local organisations tackling pressing issues and driving community development.   🗣️ **Panel Discussions:** Engaging dialogues on resilience through localisation processes and the future of locally-led cash assistance in Southern Ukraine took centre stage. CCD hosted the panel on CVA, where CCD LNGO CoP members highlighted their challenges, opportunities, coordination platforms and future outlook.   🤝 **Networking:** The event featured 4 hours of valuable networking and matchmaking, fostering connections and potential collaborations between local NGOs/civil society organisations and international actors.   **Key Takeaways:**   🔑 Emphasized the importance of open communication between local organisations and international partners.   🔑 Provided new insights into the challenges and opportunities within the regions.   🔑 Highlighted exciting prospects for long-term partnerships that can drive meaningful change.   Thank you to everyone who participated and contributed to the success of this event!  #localisation #matchmaking #Ukraine #CVA #EquitablePartnerships

    Exciting insights from the latest workshop for CCD Local NGO Community of Practice (CoP) on 'Navigating Taxation of Cash Assistance in Ukraine. 👇 This event brought together key representatives from the Cash Working Group (CWG) Ukraine, including Oleksandr Malukalo, Co-Chair of CWG, and Daryna Tolkach, Senior Government Liaison Advisor at UN OCHA in Ukraine. Participants had the opportunity to share their experiences and explore two critical cases: 1️⃣ Beneficiaries losing utility subsidies after receiving taxed cash assistance. 2️⃣ The tax authority's position on requiring proof that beneficiaries used cash assistance as intended/initially targeted. This workshop provided a valuable platform for collaboration and knowledge exchange, addressing the significant challenges in the field of cash assistance taxation. The discussions and insights gained will help Local NGOs refine their approaches and better support the communities they serve. 🙌 Stay tuned for more updates as we continue to work towards effective solutions for cash assistance in Ukraine through CCD NGO CoP.
