Este artículo explora la relación que han tenido los caminos y los automóviles en el caso bolivia... more Este artículo explora la relación que han tenido los caminos y los automóviles en el caso boliviano en el pasado reciente. Partiendo de una caracterización general de los niveles y tendencias de la inversión pública en infraestructura de caminos, de la extensión de la red vial así como de los niveles de acceso al automóvil de parte de los hogares bolivianos, se indagan las dimensiones en que existen correspondencias en términos de las tendencias o de los niveles de acceso y disponibilidad de ambos. También se identifican las dimensiones en las que parecen existir contradicciones. Por un lado, se observa que existe una tendencia a una creciente proporción de hogares con automóviles, lo cual condice con el modelo de transición de la movilidad de Zelinsky que supone una mayor movilidad cuanto más “desarrollada” sea una sociedad. Por otro lado, se identifica un patrón de provisión de caminos que parece estar básicamente determinado por la política pública. El ámbito político-institucional y el de la infraestructura interactúan desencadenando una serie de procesos de reajuste en contextos tan diversos como el económico, cultural y social que van condicionando los procesos de desarrollo económico y social en Bolivia.

A través de una recapitulación de las experiencias de formación en términos de una serie de cursos – taller para la difusión del programa REDATAM desarrollados por el Centro de Estudios de Población, este artículo identifica ciertas particularidades en la demanda y/o intereses de formación de diferentes tipos de actores: técnicos de agencias de la administración pública, estudiantes de pre y pos-grado e investigadores independientes entre otros. Se ha observado la creciente importancia que adquiere el uso de programas informáticos especializados que permiten acceder y manejar bases de información como las de los censos de población. Al mismo tiempo, existe un enorme interés por calcular no solamente indicadores convencionales sino también por generar nuevos indicadores de modo tal que las tareas de planificación y gestión del desarrollo, ya sea local, regional
o sectorial, puedan ser realizadas con mayor eficacia y eficiencia; dicho interés se hace particularmente relevante considerando la ineludible necesidad de monitoreo y evaluación de los avances que se vayan logrando en el cumplimiento de los objetivos de la Agenda 2030 de desarrollo sostenible.
Además de la difusión de la información poblacional (censal) y del programa REDATAM, los cursos – taller han incorporado la enseñanza de la demografía (tanto como conjunto de técnicas como en su sentido más amplio: estudios de población). En este plano, los participantes han mostrado un gran interés y – entre otras cosas - se ha sugerido implementar nuevas modalidades: virtual, modular, tutorial, etc. El aprendizaje de la demografía se ha potenciado gracias a la posibilidad de contrastar las propuestas teóricas con la nutrida experiencia de los participantes.
Considerando las características de las experiencias descritas, es posible afirmar que éstas han contribuido significativamente a la formación y/o consolidación de recursos humanos y capacidades técnicas que forman parte fundamental de un contexto en cuyo seno se generarán e implementarán los esfuerzos orientados hacia el cumplimiento de los objetivos de la Agenda 2030 de desarrollo sostenible. Asimismo, estas experiencias de alguna manera se corresponden con las “medidas prioritarias” definidas en el Consenso de Montevideo sobre Población y Desarrollo. Por supuesto, se considera como muy importante la necesidad de continuar generando progresivamente ciertas condiciones político-institucionales favorables para avanzar en términos de los objetivos ya referidos y en tal sentido la formación de los recursos humanos resulta una tarea esencial.

En una primera parte presentamos algunos aspectos generales y metodológicos acerca de la información analizada. En un segundo punto, mostramos las características generales de la percepción respecto de la confianza en las instituciones. En un tercer acápite revelamos las interrelaciones de la confianza en las instituciones con factores socio-demográficos, económicos y territoriales. En la cuarta parte, examinamos la confianza y sus interrelaciones en el caso de algunas instituciones tanto gubernamentales como de la sociedad civil. Finalmente, se plantean algunas argumentaciones de síntesis, a manera de concluir este texto.
This paper explores, empirically and at the global level, the relation between economic globaliza... more This paper explores, empirically and at the global level, the relation between economic globalization and informal employment. Based on data over a long period of time on labor informality, economic globalization, level of development and institutional freedom in various countries, three linear models are advanced. One is a static model which suggests that a greater level of globalization reduces the level of informality. In contrast, two alternative dynamic models show that, taking into consideration the historic development of each country, a differential impact of globalization on employment informality becomes evident. In developing countries, higher globalization levels will result in higher levels of labor informality, while in developed countries the effects of globalization will be the opposite and produce lower levels of informality. An additional finding is that an institutional context of economic liberalization at the national level increases labor informalization.

Dada la importancia de la dimensión educativa en los procesos de desarrollo social y humano, cons... more Dada la importancia de la dimensión educativa en los procesos de desarrollo social y humano, considerando que se suele atribuir a la educación el papel de asignador de posiciones a los individuos dentro de estructuras ordenadas o de jerarquía social, este trabajo pretende indagar las diferencias en años de estudio (como una medida del Logro Educativo) entre hijos y jefes de hogar (sus padres); esto permitiría indagar – ulteriormente – sobre los procesos de movilidad social.
Se usan datos del Censo 2001, utilizando promedios de edad y controlando sus variaciones y seleccionando los grupos etáreos quinquenales más representativos, se comparan las diferencias de años de estudio.
Los primeros resultados muestran que las mencionadas diferencias son dispersas y se hacen positivas, cuantos más adultos son tanto los padres como los hijos; ello sugiere que en el pasado era más frecuente que los hijos alcanzarán mejores posiciones educativas y de allí, sociales. En la actualidad, la distribución de diferencias apunta a la existencia de procesos de movilidad social tanto ascendente como descendente; tal situación muy probablemente tenga relación con la coexistencia de dos tipos de estrategias de reproducción social, algunas todavía fuertemente marcadas por valoraciones sociales positivas de la educación como un vehículo de ascenso social y otras, que –por el contrario– generan actitudes más escépticas respecto de
la educación

del suelo y la vivienda, en los desajustes entre la necesidad de residencia y la satisfacción de la misma, en los procesos de segregación y exclusión residencial, en la pobreza y en el consumo de las familias y, en última instancia, en la eficacia de las políticas públicas y de los derechos ciudadanos. Todo lo cual insta a preguntarse: ¿Qué papel juegan las dinámicas del sector inmobiliario residencial en el orden material de las ciudades y en la distribución de la población urbana en países en desarrollo?
