This article presents a framework for an information retrieval and indexing management system for a digital transcript system which will help overcome the undesirable problem associated with student’s grades, slow and strenuous accessibility of student report and records and poor information management within the school. The objective of this research is to propose and implement an algorithm that would optimize data and preserve them in an eco-friendly manner. A review was observed that a strong case has been made for the adoption of indexing in an information retrieval system. Despite the challenges facing users, they have shown a remarkable willingness to adapt to this technology but the time, high cost of infrastructures and complexity involved during the process required for full implementation of indexing has been the major limiting factor. The proposed algorithm developed will ensure easy flow of information and accurate information management for digital transcript systems. The methods of indexing and query formulation have been proposed and implemented. Evaluation also shows that a good percentage have analyzed the system to be efficient, satisfied and fairly easy to learn.

On one end of the stick, we seem doused by the development of sophisticated devices and gadgets to assuage our growing need for communication and connectivity and also to combat internet and electronicrelated/fostered crimes and the criminals that perpetrate them; while on the other end, we wrestle with the fact that electronic Crimes are becoming more popular, leaving in their wake much more devastating effects than it did in preceeding years. Research has shown that most of the challenges faced by tertiary institutions, in their quest for E-Learning implementations, in sub-Saharan Africa are infrastructural. High costs of limited Internet access, high costs of hardware infrastructure, and little or no implementation knowledge have been identified, amongst others, as major challenges limiting the successful implementation of E-Learning in developing countries. Therefore, there is a need to understand all challenges that have been found, and to some extent met, in developed countries as well as additional challenges, if any, that may be met in developing countries [1]. This paper, by means of an extensive and systematic review of related literature, identifies the major challenges to successful E-Learning implementations in developing countries. It identifies how M-Learning is being implemented and its propensity for widespread adoption.

For over 3 decades, development actors have been involved in public sector reforms geared towards improved services. These reforms have been linked to the New Public Management paradigm, which emphasises public value creation in the public sectors one of which is education. This research set out to investigate the efficiency and productivity of ICT utilization in public value creation with respect to Adult Literacy Rates. The research employed the Data Envelopment Analysis (DEA) and Malmquist Index (MI) non-parametric research methodology with Arab States, Europe, Sub-Saharan Africa and World regions forming the Decision-Making Units. Findings show a relative efficient utilization of ICT in public value creation but an average decline in productivity levels.

The purpose of this study was to develop a computerized Human Resource/Payroll system for the Bursary Department of the University of Jos that will efficiently process the University's payroll as well as integrate Human Resource functions into the system. The study sought to understand how the current system works by conducting interviews on the users of the current system as well as studying the workings and operation of the current system, afterwards, a way of improving the efficiency of the current system was proposed. The rationale for the study was that every existing system can be improved upon. This study set out to achieve its aim by designing a Human Resource/Payroll management software that is similar to the current system but differs in the sense that more functions were incorporated into it. The tools used in designing the software were HTML, PHP, MySQL and Javascript. Based on the usability test carried out by the users, the empirical analysis shows that the system had an 80% success rate with the admin and 60% success rate with the users of the system welcomed the idea of the new software. In future, the system can be used for the whole University and not just a particular Department.

The problem of privacy-preserving data mining has become more important in recent years because of the increasing ability to store personal data about users, and the increasing sophistication of data mining algorithm to leverage this information. This paper is aimed at developing a protocol that will address the issue of privacy in data mining tasks in two party scenarios. We have proposed a framework that uses the homomorphic encryption to add security so that any data mining technique does not lose its valuable data. With the aid of this approach, confidentiality at both parties end is achieved. This model gives valid data mining results for analysis purpose but the actual or true data is not revealed. We discussed implementation evaluation based on metrics proposed by [1], for the framework and algorithm proposed. Tools used include PHP programming language for simulation, MYSQL for database and Visual Paradigm for the modeling analysis. Secondary sources such as academic literature and technical literature from the internet were studied for further classification of processes and techniques.

the lack of satisfactory answers to some of these questions, especially by cloud service providers, has greatly limited
the rate of adoption of full virtualization by many governments and organizations. This paper aims to elucidate and
classify the questions and threats to virtualization, and suggest possible solutions to them.
