Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Programs

C4ISR LogoC4ISR programs integrate data and information sources to increase situational awareness and provide command and control and decision support at all levels of command. 

Lockheed Martin Canada has been awarded contracts for the Canadian Forces Command System (CFCS), Air Force Command and Control Information System (AFCCIS), and Intelligence Surveillance, Target Acquisition & Reconnaissance Technology Demonstrator (ISTAR TD) projects.

Air Force Command and Control Information System (AFCCIS)

The AFCCIS project is deploying a secure Command and Control Information System (C2IS) that will link all Canadian Air Force assets, whether in garrison or deployed.  The USAF Theater Battle Management Core System (TBMCS) is the selected solution of choice by the Canadian Air Force.  Lockheed Martin Mission Systems in Colorado is the prime contractor currently overseeing the deployment of that capability in the U.S.  Lockheed Martin Canada is the Prime Contractor engaged in integrating TBMCS into Canadian Air Force current and legacy systems. Lockheed Martin Canada has also been tasked to provide:

  • Training and documentation
  • System configuration, administration and support
  • Infrastructure design, development and deployment.

Canadian Forces Command System (CFCS)

The CFCS Project is delivering an integrated national level classified command, control and intelligence production, dissemination, and decision support capability.  This capability allows linking of Chief of Defence Staff (CDS) commanders at national strategic, environmental and operational-level CF headquarters, formations and units, or of individuals deployed on operations anywhere.  This system is composed of all hardware, software, communications, documentation, operational concepts, facilities, procedures, support, training and other components, automated or non-automated, necessary to support national-level military command, control and intelligence functions.

Intelligence Surveillance Targeting Acquisition Reconnaissance Technology Demonstrator (ISTAR TD)

The Data Fusion algorithms, technologies and applications developed over a period of 10 years by LM Canada’s R&D department were leveraged into the first phase of a Land Information Fusion Environment (LIFE) system to develop an Intelligence application in support of land requirements.  LM Canada cooperated in developing the LIFE system with the Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR)-TD Defence Research and Development Canada (DRDC) initiative to optimize LM Canada’s R&D support of the DND/DRDC vision.

A Land Force Fusion Framework (LF3) study was initiated in January 2004 and completed in April 2005.  Its objective was to describe and analyze the architecture issues related to the implementation of an Information Fusion capability into the ISTAR architecture.  The LF3 study characterized ISTAR information sources (collectors and agencies, structured and unstructured), architecture and information flow issues, and the information needs of analysts and decision-makers deriving recommendations from available design options to implement Information Fusion and Situation Assessment capabilities into ISTAR. LF3 also analyzed whether or not the C2IEDM model would support automated data fusion requirements, mostly in the areas of entity refinement and situation recognition, and made recommendations for required mechanisms within the model. This activity, along with another ISTAR-TD task performed in parallel (MIDB Parser), provided Lockheed Martin Canada with a good understanding of the C2IEDM model and associated rules and information exchange mechanisms.


DFTDirect Fire Targetry (DFT) Support Services

Lockheed Martin Canada provides Operation and Maintenance (O&M) services in support of the DFT equipment, for open range live fire training, at Canadian Forces Bases in Wainwright, Petawawa, Valcartier and Gagetown.

The DFT equipment was designed by Lockheed Martin (Huntsville, Alabama) and was supplied by Lockheed Martin Canada (Winnipeg, Canada) in 1997/1998.  In 2002, responsibility for the O&M of the Portable Moving Target System (PMTS) equipment was added to the project. 

Lockheed Martin Canada supplies spare parts for the project under a separate DFT Spares Standing Offer with the DND.

Canadian Space Agency

Lockheed Martin Canada has been providing Mission Planning support to the Canadian Space Agency (CSA) for Radarsat 1 since April 1, 1996. To date we have completed in excess of 3385 consecutive mission days of service. Our services include creating mission command files for the satellite which consolidate imagery requests numbering 3500 per month into a daily command file that is uploaded to the satellite for sensor control. In addition we also provide support to three external order desks to liaise with external partners.

Lockheed Martin Canada is contracted to support CSA through March 2008.
