Sudanese President Omar al-Bashir and Qatars Emir Sheikh Hamad Bin Khalifa Al-Thani attended the signing ceremony of the Doha Document for Peace. But, two key rebel groups, the Justice and Equality Movement and the Sudanese Liberation Army, were not present at the ceremony.
