Mission Focus: The Philips' ministry focuses on:
- XZ Berlin (Greek for Christ Centered) – This innovative community in Germany's capital city of Berlin marks the first international effort by the Church of God to address the challenge of ministry in an international post-Christendom setting.
- Three-Worlds Team - The Global Missions staff in Europe and the Middle East are working on a team approach, under the leadership of Regional Coordinators Patrick and Jamie Nachtigall, to address some key issues facing the church today: engaging young people in ministry; supporting empowered, accountable leaders, especially under the age of 45; and creating healthy inner-connectivity in the Church of God in this region and beyond.

The Philips bring a great deal of experience to the mission fields of Europe and the Middle East. As part of the Three Worlds Team, Kelley and Rhonda not only help to share the Gospel in the post-Christian setting of Western Europe, they also are advisors and liaisons to the Church of God in Russia, and are charged with helping to spearhead new efforts into the Middle East.
Their eight years as missionaries to Russia beginning in 1993 helped set the Church of God in that country on a path toward growth and church planting and this was followed by a very successful tenure as Regional Coordinators for Europe in the Middle East beginning in 2002 and lasting until June of 2010. Working out of Hungary and Germany, the Philips developed a network of connections that is now paying off huge dividends for the entire region. The Philips began their ministry in northeast Florida in 1981, working in the field of youth ministry. Kelley, a commercial pilot, made a career change in 1990 by accepting a full-time position as youth pastor at West Park Street Church of God in Jacksonville. He received his ordination in 1993.
