Home for Life

Download Home for Life Discussion Paper [1.3MB, PDF]

The Home for Life package is a bold set of housing initiatives that will meaningfully put home ownership within reach for tens of thousands of Kiwi families, and modernise tenancy law to ensure renters have the right to higher quality housing and more stable tenancy.

  • Progressive Ownership uses the government's low cost of capital to create a pathway for home ownership for young families who have been increasingly locked out of home ownership.
  • Warrant of Fitness for rentals will ensure that all rental accommodation in New Zealand meets basic standards to make them healthy and safe for families to live in.
  • Secure tenancy will help families to put down roots in their communities and encourage longer term tenancy relationships.

All New Zealanders should have a warm, safe, stable and healthy home. That is what the Home for Life package is designed to achieve. If we can reach that goal, we can unlock a huge range of benefits for our families and communities.

It's now time to hear your views on our proposal before finalising our policy before the 2014 election. Please use our feedback form to send in your views. Submissions close March 1, 2013.
