October 2014 – the Reserve Bank has updated BS2B (Capital Adequacy Framework, Internal Models Based Approach) (PDF 1.1MB) to introduce a new requirement for internal models banks to have a compendium of internal models that is approved by the Reserve Bank.
September 2014 – the Reserve Bank has made changes to BS7A (Registered bank disclosure regime – explanatory information on Orders in Council) (PDF 93KB) in order to facilitate the electronic delivery of Disclosure Statements to the Reserve Bank. A series of minor and technical clarifications within BS7A have also been made.
July 2014 – the Reserve Bank has made further revisions to its capital adequacy policy documents BS2A and BS2B arising from its review of capital adequacy requirements for residential mortgage loans. Related changes have been made at the same time to some defined terms in BS19 (“Framework for Restrictions on High-LVR Residential Mortgage Lending”).
July 2014 – following the updates in June 2014, a number of additional Handbook documents have been revised to deal with the coming into force of the Financial Reporting Act 2013. The updated documents are BS1, BS2A, BS2B, BS8, BS13 and BS14. These changes are minor and technical.
June 2014 – the Reserve Bank has released revised versions of its working copies of the two disclosure Orders in Council (Local OIC (PDF 532KB) and Branch OIC (PDF 310KB)), to take account of the Financial Reporting Act 2013 coming into force on 1 April 2014. Related minor updates have been made to handbook documents BS4, BS7 and BS7A at the same time.
December 2013 – the Reserve Bank has released a final version of the Banking Supervision Handbook document “Registration of Covered Bonds: process and information requirements” (BS18) (PDF 79KB).
Registered banks and their advisers are encouraged to make the handbook the first point of reference on specific matters relating to banking supervision. Where a matter is not addressed in the handbook, the matter should be raised with the Reserve Bank. In general, the appropriate contact person at the Reserve Bank will be the analyst responsible for the registered bank concerned.
