Издание продолжает серию справочников, выпускаемых Российским советом по международным делам (РСМД). Цель таких публикаций – определить круг экспертов и организаций, профессионально занимающихся конкретными проблемами мировой политики. Выбранная для данного издания военно-политическая проблематика закономерно вызывает интерес экспертного сообщества. Фактор силы вновь становится доминирующим в международных и межгосударственных отношениях. Это ведет к подрыву основополагающих принципов международного права, ослаблению роли международных институтов в области безопасности, усилению неуправля емости и непредсказуемости развития процессов в мире. Справочник включает раздел об организациях и раздел об экспертах. Отдельно представлены описания периодических аналитических изданий, специализирующихся на военно-политической пробле матике.

The 2014 Nuclear Threat Initiative Nuclear Materials Security Index is the second edition of a unique public assessment of nuclear materials security conditions around the world. Developed with the Economist Intelligence Unit (EIU), the NTI Index was created to assess the security of nuclear materials around the world and to encourage governments to take actions and provide assurances about the security of the world’s deadliest materials. It has sparked international discussions about priorities required to strengthen security.

The spectre of Cold War seems to be coming back to Europe. Russia and Belarus have recently conducted West 2013 exercises, sparking anxieties of its NATO neighbours. NATO itself is in the middle of Steadfast Jazz 2013 exercises testing territorial defence scenarios, which in turn is criticized in Russia. Lack of trust in the NATO-Russia relationship is one of the reasons preventing the two sides from reaching progress on the issues of missile defence in Europe, tactical nuclear weapons or conventional arms control.
