The Missouri National Popular Vote Interstate Agreement Initiative may appear on the ballot in Missouri as an initiated state statute on November 6, 2018.
The measure would join the state of Missouri in an interstate agreement to cast its electoral points in presidential elections to the winner of the national popular vote. This agreement would take effect when a number of states possessing a cumulative majority of the country's electoral points join.[1] This agreement between states is known as the National Popular Vote Interstate Compact.

Ballot title
The ballot title is as follows:[2]
“ | Do the People of Missouri want to change the law to create a compact with other states that requires the member states to commit their electoral votes for President of the United States to the candidate who receives the most overall votes (national popular vote); this compact would become effective when the states in the compact have more than 269 electoral votes?
It is estimated this proposal will result in no costs or savings for state and local governmental entities.[3] |

The full text of the initiative is available for Petition 2018-164.
Path to the ballot
Supporters of the initiative are required to collect a number of signatures equivalent to five percent of the 2016 gubernatorial vote in six of the eight state congressional districts. This means that the minimum possible number of valid signatures required is 100,126. Signatures must be filed with the secretary of state six months prior to the election on November 6, 2018. Six months prior to the election is May 6, 2018.
Winston Apple proposed the initiative.[1] The initiative was certified for circulation on April 5, 2017.[2]
